CDA launches crackdown on unauthorized buildings in Islamabad’s Zone-V

Islamabad, May 26, 2025: Acting on the directions of Interior Minister Syed Mohsin Raza Naqvi and Chairman CDA / Chief Commissioner Islamabad, Muhammad Ali Randhawa, the Capital Development Authority (CDA) on Monday launched a strict enforcement campaign against illegal housing societies and unauthorized constructions within the Islamabad Capital Territory (ICT).

A major operation was carried out today in Pak PWD Employees Cooperative Housing Society, located in Lohi Bher Zone-V, Islamabad. The joint operation was conducted by the CDA’s Directorate General of Building and Housing Control, the CDA Enforcement Directorate, the ICT Administration, and Islamabad Police.

This action marks the first phase of a broader campaign initiated under the CDA Ordinance, 1960 and Building Control Regulations 2020 (amended 2023), targeting properties violating construction laws, including unapproved building plans, illegal commercial use, unauthorized occupancy without completion certificates, and non-payment of applicable fees or penalties.

During today’s operation, a total of 30 unauthorized commercial units were sealed for non-compliance. The sealed properties include:

  • 24-D Khas, 334-D, 335-D Gold, 333-D Building Material Store
  • SHAHID FABRICS, Samson, 336-D One
  • Shaheen Chemist (337 & 338-D), 339-D
  • Umar Electronics (4-A D PWD), Junior Thread & Deluxe (4-D PWD)
  • 37-D, 36-D Friends Gold Arcade
  • 15-D Volta Battery, 34-D ABL
  • Bilal Brothers & Kopak Paints (26-D PWD), 29-D Madina Traders
  • 30-D Awais Sanitary, 23-D Eaton, 24-D, 25-D Shahab Arcade
  • 22-D Usmans-1, 17-D, 19-D, 20-D Fajar Arcade
  • 11-D Wanhar Real Estate, 6-D Al Moeed, 7-D, 8-D
  • 9-D Muslim Cash & Carry

Officials confirmed that the targeted units had previously been issued Show Cause Notices and Final Notices, yet remained non-compliant. The operation aims to reinforce adherence to Islamabad’s building control laws and deter illegal practices in the real estate and construction sectors.

Further legal proceedings will be initiated under CDA bylaws against repeat violators. Authorities have reiterated their warning to all residents and developers: No construction or occupation shall be undertaken without prior approval and certification from the relevant CDA wings.

The campaign is part of the administration’s broader initiative to restore the rule of law in urban development and ensure planned growth within ICT.
