Islamabad, August 30, 2025: President Asif Ali Zardari on Saturday approved a change in the composition of the 11th National Finance Commission (NFC) following a revised nomination from Balochistan.
According to a statement issued by the President Secretariat Press Wing, the Government of Balochistan replaced its earlier nominee with Mahfooz Ali Khan as the province’s non ex-officio member. “The president accorded approval to this nomination, superseding the earlier approval,” the statement added.
Last week, President Zardari formally constituted the 11th NFC to address critical fiscal matters between the federation and provinces. The Finance Division notification not only announced the nine-member commission but also dissolved the 10th NFC, formed in July 2020.
The federal finance minister will chair the commission, while finance ministers of Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan will serve as ex-officio members. Each province has nominated an expert, raising the membership to nine:
- Punjab: Nasir Mahmood Khosa
- Sindh: Dr Asad Sayeed
- Khyber Pakhtunkhwa: Dr Musharraf Rasool Cyan
- Balochistan: Farman Ullah (with Mahfooz Ali Khan as non ex-officio member)
The commission has been tasked with making recommendations to the president regarding:
- Distribution of net proceeds of federally collected taxes between the federation and provinces.
- Grants-in-aid to provinces.
- Borrowing powers of federal and provincial governments.
- Sharing of financial responsibilities for national projects and trans-provincial initiatives.
- Other fiscal matters referred by the president.
The new Terms of Reference (ToRs) were also forwarded to the president for consideration as part of the next NFC Award.
