Islamabad, November 25, 2025: Federal Information Minister Attaullah Tarar on Tuesday said that the November 11 suicide blast in Islamabad was orchestrated from Afghanistan by outlawed Tehreek-e-Taliban Pakistan (TTP) chief Noor Wali Mehsud.

Addressing a press conference in the federal capital, the minister said the attacker failed to strike his intended target due to enhanced security measures around the District Judicial Complex in G-11, where the explosion killed at least 12 people and injured 36 others.

Tarar said the bombing was planned by Mehsud through his Afghanistan-based commander, Dadullah. He added that a coordinated operation carried out by the Intelligence Bureau (IB) and Counter Terrorism Department (CTD) resulted in the arrest of four suspects within 48 hours of the attack.

“CTD has arrested Sajidullah alias Shina, Kamran Khan, Muhammad Zali, and Shah Munir,” the information minister said, adding that the suspects were found to have direct links with TTP operatives across the border.

Tarar said the prime suspect, Sajidullah, had travelled to Afghanistan in August 2025 to meet Dadullah and maintained communication with him through an online messaging application. He said Sajidullah had brought both the suicide bomber and the explosive vest into Pakistan.

“Sajidullah joined the Afghan Taliban in 2015 and received training at various camps. In 2023, he met Dadullah in Afghanistan,” Tarar said, adding that Sajidullah and Muhammad Zali later travelled with Dadullah to Shegal, where they met TTP militant Abdullah Jan alias Abu Hamza before proceeding to Kabul.

“Dadullah conveyed Mehsud’s orders regarding suicide attacks in Rawalpindi and Islamabad,” the minister said.

Tarar identified the suicide bomber as Usman Shinwari, a resident of Nangarhar, Afghanistan, who carried out the blast in Islamabad after being provided the explosive jacket by Sajidullah.

“The terrorists intended to cause large-scale destruction but failed to reach their original target,” he said, adding that all planning for the attack was conducted from Afghanistan.

The minister also played a video statement of the arrested suspect, Sajidullah Shina, in which he confessed to facilitating and planning the assault.

Separately, Khyber Pakhtunkhwa Inspector General of Police Zulfiqar Hameed said preliminary findings indicate that the three militants involved in this week’s attack on the Federal Constabulary (FC) Headquarters in Peshawar were “likely Afghan nationals.”

Speaking to reporters, the IG said investigators had collected photographs, fingerprints, and CCTV footage of the assailants.

“So far, the investigation suggests that all three terrorists appear to be Afghan citizens,” he said. “We have tracked the suspects quite far back and are now trying to determine how they entered Peshawar.”

Hameed said police had located the place where the attackers stayed the night before the assault, while the motorcycle used in the attack had been seized and examined by forensic teams.

“The terrorists’ motorcycle is in our possession, and fingerprints have been obtained from it,” he said, adding that no facilitators had been arrested yet.
