CDA orders Islamabad housing schemes to publicly display approved layout plans

Islamabad, August 20, 2026: The Capital Development Authority (CDA) has directed sponsors and developers of private housing schemes and projects in Islamabad to prominently display updated and approved layout plans at their project sites and booking offices, following concerns raised by the National Accountability Bureau (NAB) over misleading information being provided to prospective buyers.

In a letter issued by the CDA Planning Wing on August 20, the authority said NAB had observed that sponsors and developers in the housing sector were misrepresenting the approval status of housing schemes by failing to display approved layout plans or by displaying outdated or unapproved plans.

According to the CDA, such practices could mislead prospective buyers about the legal status of housing schemes and expose members of the public to financial loss and hardship. The authority said greater transparency was therefore necessary to protect the public from deception and fraud.

Under the directions, housing societies and projects are required to upload and regularly update their approved layout plans on their official websites. They must also prominently display the approved layout plans and their current status at the reception areas of all sites and booking offices.

The CDA has further directed that the displayed information should be easily visible, with the notice specifying a minimum display size of 7 by 5 feet, or an appropriately sized display depending on the available space. A QR code must also be included and linked directly to the project’s official website so that prospective buyers can access detailed and updated information.

The authority has also reiterated regulatory requirements concerning allotment letters, transfer of plots and units, and the verification of documents. Under the cited regulations, allotment letters issued by sponsors are to be shared with the CDA through its Management Information System (MIS) or Enterprise Resource Planning (ERP) platform.

The CDA further stated that only plots and units forming part of approved layout and building plans would be permitted for allotment or transfer. It also noted that certain plots and land transferred or mortgaged with the authority would not be permitted for allotment or transfer until redeemed by the authority.

The letter also requires sponsors to maintain websites containing prescribed information, including land ownership details, project location, approved layout plans, NOCs, public amenities, plots mortgaged with the CDA, and details of residential, commercial and amenity plots. Sponsors are required to keep this information regularly updated.

The CDA has directed all private housing scheme and project sponsors to strictly comply with the instructions issued by NAB and the mandatory regulatory provisions. They have been given 10 days from the date of issuance of the letter to submit a compliance report to the CDA, along with photographic evidence, for onward submission to NAB.

The authority warned that non-compliance would be communicated to NAB, which may initiate necessary legal action.

The directions form part of broader efforts by the CDA to improve transparency in Islamabad’s private housing sector and ensure that prospective buyers have access to verified information regarding the approval and legal status of housing schemes before making investment decisions.
