Islamabad, November 15, 2024 – The Ministry of Interior has formally requested the Pakistan Telecommunication Authority (PTA) to block unauthorized Virtual Private Networks (VPNs), citing their misuse by terrorists and their impact on public morality.
In a letter obtained by SUB NEWS, the ministry expressed alarm over the increasing exploitation of illegal VPNs, stating, “VPNs are increasingly being exploited by terrorists, to facilitate violent activities and financial transactions in Pakistan.” The letter further highlighted that VPNs are being used to obscure terrorist communications and enable access to restricted content, including pornographic and blasphemous material.
The popularity of VPNs in Pakistan surged after authorities imposed a ban on the social media platform X (formerly Twitter) earlier this year over national security concerns. Despite restrictions, Pakistanis reportedly make up to 20 million daily attempts to access blocked explicit content via unregistered VPNs, according to the ministry.
The letter emphasized the urgency of addressing these issues, noting, “Pakistan is considered one of the countries where pornographic sites are frequently visited using VPNs. These trends necessitate the prohibition of unauthorized virtual private networks to address critical threats.”
In its formal request, the ministry called for a nationwide ban on illegal VPNs while ensuring that legitimate users remain unaffected. It also proposed a deadline of November 30, 2024, for VPN registration with the PTA.
This development comes as the PTA intensifies its efforts to regulate VPN use. Earlier this week, a streamlined VPN registration framework was introduced to support legitimate users. The initiative was discussed during a consultative session attended by representatives from the Ministry of IT & Telecommunication (MoIT&T), Pakistan Software Export Board (PSEB), and Pakistan IT Association (P@SHA).
“PTA has introduced a simplified VPN registration process, allowing legitimate users to register their VPNs through a new online platform at ipregistration.pta.gov.pk,” the authority stated. The updated framework aims to ensure uninterrupted access for IT companies, freelancers, and other stakeholders, reinforcing PTA’s commitment to Pakistan’s growing digital economy.
Since initiating the VPN registration process in 2010, approximately 20,500 VPNs have been successfully registered, with 1,422 companies completing the process. The new measures seek to foster a secure IT and e-commerce environment while addressing the misuse of VPNs.
