Islamabad, March 7, 2025: The government of Pakistan has amended the Civil Servants Promotion Rules, 1973, in line with directives from Prime Minister Shehbaz Sharif.

According to the revised regulations, officers seeking promotion to Grade 22 will have only two opportunities for consideration. If they are not promoted in both instances, they will not be reconsidered and will retire in their current grade. The Establishment Division has issued a Statutory Regulatory Order (SRO) to formalize these changes, and an official notification has been published in the Gazette of Pakistan.

Earlier, Prime Minister Shehbaz Sharif addressed probationary officers of the Pakistan Administrative Service (PAS), urging them to serve the nation with dedication. He emphasized the critical challenges they would encounter, including unemployment, poverty, disease, and inefficiencies in public service delivery.

Reaffirming his confidence in the country’s civil bureaucracy, the prime minister acknowledged the efforts of numerous officers who have tirelessly worked for national progress. He encouraged the new officers to approach their responsibilities with commitment, ensuring efficient governance and public welfare.
