Islamabad, September 8, 2026: The Senate Standing Committee on Housing and Works has directed the Federal Government Employees Housing Authority (FGEHA) and its joint venture partner to complete the long-delayed Green Enclave-I housing project within 18 months, while ordering intensified action against encroachments in various FGEHA schemes across Islamabad.
The committee, chaired by Senator Nasir Mehmood, met on Tuesday to review the status of Green Enclave-I, alleged annexation of Shamilaat and forest land to Sky Gardens and Green Enclave-II, anti-encroachment operations and investigations into FGEHA housing schemes.
During a briefing, FGEHA informed the committee that more than 60 per cent of encroachments had been cleared from F-12/G-12, G-14, G-15 and other housing schemes, while around 3,000 kanals of encroached land had been recovered with the assistance of the Deputy Commissioner and district administration.
The committee chairman directed FGEHA to continue the anti-encroachment operation until all encroachments were removed and submit written progress reports to the committee.
The committee expressed serious concern over the prolonged delay in the completion of Green Enclave-I and the resulting hardship and financial burden on allottees.
NAB informed the committee that its inquiry into the project had been quashed following clearance from the Supreme Court in 2018. Despite the legal clearance, however, the housing project remained incomplete for years, leading to substantial cost escalation and difficulties for affectees.
Senator Nasir Mehmood questioned the performance of FGEHA’s joint venture partner and its ability to meet its contractual obligations. The committee noted that FGEHA had not invoked any penalty clause despite the prolonged delays.
It was also informed that although the land had been transferred to FGEHA, development and construction work had remained stalled. A third-party evaluation of the project had been conducted, with funds released corresponding to around 52 per cent of the work completed.
FGEHA told the committee that negotiations with the joint venture partner had been concluded and approval from the FGEHA Board was awaited over cost escalation. The partner assured the committee that the project would be completed within the next 18 months.
Following the assurance from the Secretary Housing and the joint venture partner, the committee chairman formally directed that Green Enclave-I be completed within the stipulated 18-month period.
He also announced that the committee would conduct a site visit every three months to monitor progress and directed FGEHA to submit the newly approved agreement with its joint venture partner to the committee.
The committee also examined allegations concerning the inclusion of Shamilaat and forest land in FGEHA’s Sky Gardens housing scheme.
Members were informed that the joint venture partner had transferred the land to FGEHA free of cost, while the Supreme Court had directed that no construction or development be carried out on Shamilaat land.
NAB told the committee that its inquiry into the alleged annexation of Shamilaat land in Mouza Mengal had been reopened after FGEHA issued an addendum including the area in the development works for Sky Gardens.
FGEHA maintained that the Assistant Collector and Additional Deputy Commissioner Revenue had ruled in its favour, holding that the disputed land was settled land rather than Shamilaat.
The Secretary Housing, however, informed the committee that development work on approximately 2,600 kanals had been halted immediately. He assured members that no development would take place on the disputed land until the matter was finally determined.
The committee was informed that the status of the disputed land as Shamilaat or otherwise was currently pending before the Senior Member Board of Revenue. FGEHA also said that an interpretation of the Supreme Court judgment would be sought through the Federal Constitutional Court.
Expressing concern over the apparent conduct of the revenue authorities, the committee noted that the concerned officials were absent from the proceedings. Senator Nasir Mehmood directed NAB to conduct an impartial, transparent and merit-based inquiry and expedite the investigation.
The committee reiterated that the rights of housing scheme affectees must be protected and directed that all FGEHA projects be developed strictly in accordance with the law and judicial directions.
