ECC approves Rs 3.8bn for PTV, Rs 3bn flood relief for GB

Islamabad, August 26, 2025: The Economic Coordination Committee (ECC) of the Cabinet, chaired by Finance Minister Senator Muhammad Aurangzeb, approved a series of financial measures on Tuesday, including support for Pakistan Television Corporation (PTV), settlement of petroleum levy arrears, consumer relief on captive power levy, and flood aid for Gilgit-Baltistan.

The meeting was attended by Federal Ministers Sardar Awais Ahmad Khan Leghari (Power), Ali Pervaiz Malik (Petroleum), Rana Tanveer Hussain (National Food Security), SAPM Haroon Akhtar Khan (Industries and Production), as well as federal secretaries, regulators, and senior officials.

The ECC approved Rs 3.813 billion as part of an Rs 11 billion Technical Supplementary Grant for PTV against tariff adjustment and net metering. The remaining funds will be released quarterly for salaries, pensions, and operational expenses. The Committee stressed that PTV must work towards self-sustainability and gradually reduce its reliance on government support.

On a summary from the Petroleum Division, the ECC approved a settlement framework for recovery of petroleum levy arrears from Cnergyico PK Limited (CPL), pending since 2019. The Petroleum Division was authorized to sign a deed of settlement with the company to ensure recovery of the full outstanding principal amount in line with Special Investment Facilitation Council (SIFC) decisions.

The ECC endorsed the Power Division’s mechanism to transfer benefits of the captive transmission levy collected from captive power producers to grid-connected electricity consumers, providing relief to households and industries.

The Committee also approved tariff terms for the Machike-Thallian Tarrujabba White Oil Pipeline project, being developed under a government-to-government arrangement with Azerbaijan. The Petroleum Division said the project would boost bilateral trade, investment, and energy cooperation between the two countries.

In line with Prime Minister Shehbaz Sharif’s recent directives during his visit to flood-hit areas of Gilgit-Baltistan, the ECC approved Rs 3 billion for immediate relief and rehabilitation. The funds will be used to provide tents, medicines, food, and essential supplies to affected families, alongside reconstruction of damaged infrastructure and early recovery measures.
