Pakistan issues demarche to Norway over envoy’s courtroom appearance

Islamabad, December 11, 2025: The Ministry of Foreign Affairs has issued a formal diplomatic demarche to the Norwegian Ambassador after he attended a Supreme Court hearing in the Imaan Mazari case on November 11, an act Pakistan says constitutes interference in its internal judicial affairs.

In a strongly worded statement, the Foreign Office said the envoy’s presence in the courtroom was a breach of diplomatic protocol and a violation of the Vienna Convention on Diplomatic Relations (1961). It specifically cited Article 41, which requires diplomats to respect the laws and regulations of the host state and refrain from involvement in domestic matters.

“This is not the first incident of such interference,” the Foreign Office asserted, noting that certain Norwegian-funded NGOs, operating under the banner of human rights, had allegedly been supporting individuals and activities hostile to Pakistan.

The ministry said the ambassador’s attendance at the court hearing amounted to an attempt to influence judicial proceedings, which Pakistan views as a serious contravention of diplomatic responsibility and international law.

Reaffirming its commitment to safeguarding national sovereignty, Pakistan conveyed that it would not tolerate foreign interference in any form. The Foreign Office stressed that the country remained committed to international diplomatic norms but expected all diplomatic missions to operate strictly within their legally defined parameters.
