Russia seeks expanded security, energy, and trade cooperation with Pakistan: Envoy

Islamabad, February 10, 2026: Russian Ambassador to Pakistan Albert P. Khorev has underscored Moscow’s commitment to deepening cooperation with Islamabad, particularly in regional security, counterterrorism, energy, and trade.

In an interview with the TASS News Agency, the ambassador said both countries are prioritizing coordination on regional security and the fight against international terrorism while enhancing collaboration in multilateral forums such as the United Nations and the Shanghai Cooperation Organisation (SCO). He added that partnerships between cities and regions—including Moscow, the Republic of Tatarstan, Primorsky Krai, and Pakistan’s Punjab and Sindh provinces—also hold significant promise.

Khorev highlighted growing engagement in education, science, and culture, noting efforts to promote the Russian language in Pakistan through the “Russian Teachers Abroad” project, as well as joint scientific conferences and cultural and sporting events.

Looking ahead, the envoy emphasized the need to boost bilateral trade, develop alternative payment mechanisms, and implement large-scale projects. These include reviving Pakistan Steel Mills, establishing rail links between the two countries, cooperating in hydropower, and launching joint pharmaceutical ventures, including insulin production.

He noted Pakistan’s interest in oil exploration and production, stating that Russia is ready to support the country’s energy sovereignty. Recalling historical cooperation, Khorev said the former Soviet Union helped establish the Oil and Gas Development Company Limited in the 1960s and assisted in discovering several oil and gas fields.

The ambassador welcomed Pakistan’s interest in joining BRICS, suggesting that accession to the New Development Bank could serve as a practical step toward integration by supporting infrastructure financing.

Marking Russia’s Diplomats’ Day on February 10, Khorev extended greetings to Russian diplomats worldwide, wishing them success in advancing the country’s global engagement.
