FTO reaffirms commitment to ease taxpayer burden, announces advisory committees

Islamabad, February 12, 2026: Federal Tax Ombudsman (FTO) Zafar-ul-Haq Hijazi has reiterated that alleviating taxpayers’ difficulties and promoting ease of doing business remain top priorities for his institution. He made these remarks while addressing a well-attended gathering at the Islamabad Chamber of Commerce and Industry (ICCI).

Highlighting the proactive role of the FTO, Hijazi said the institution has consistently worked to provide relief to aggrieved taxpayers and address maladministration within the taxation system since its inception. Speaking to representatives of trade and industry, former ICCI presidents, executive committee members, and senior office-bearers—including Senior Vice President Tahir Ayub and Vice President Irfan Chaudhry—he stressed that there would be no compromise on the respect and dignity of taxpayers.

“Taxpayers are the backbone of the state, as government operations depend on their contributions,” he said, emphasizing that eliminating the culture of harassment against tax filers is among his foremost priorities. He declared zero tolerance for malpractice, mistreatment, or any form of harassment.

The FTO also announced the establishment of three advisory committees at the headquarters level: the Income Tax Advisory Committee, the Sales and Excise Tax Advisory Committee, and the Customs Advisory Committee. These bodies will include the presidents of ICCI, the Rawalpindi Chamber of Commerce and Industry, and the Tax Bar, along with other stakeholders, to deliberate on improving service delivery. Similar regional committees will be formed to enhance coordination and facilitation at the local level.

Hijazi noted that his visit aimed to bridge the gap between taxpayers and the FTO, assuring the business community that the institution stands firmly behind them in ensuring justice. He urged participants to bring their concerns directly to his attention, promising visible improvements in complaint resolution.

Almas Ali Jovindah, Advisor (Legal) to the FTO, encouraged the business community to act as ambassadors of the institution, underscoring that the FTO provides free and prompt relief to complainants against the Federal Board of Revenue (FBR). He added that the office is delivering decisions within 60 days and called for stronger collaboration for the broader benefit of the community.

ICCI President Sardar Tahir Mehmood highlighted challenges faced by the business community, including issues in the real estate sector, and acknowledged that tax collection is vital for the functioning of the state. While appreciating businesses for fulfilling their national responsibilities, he stressed the need for a fair, efficient, and simple taxation system to build taxpayer confidence. He also commended the FTO for effectively resolving business-related complaints, which has strengthened trust in the institution.

Chairman ICCI Founder Group Tariq Sadiq described Hijazi’s appointment as a “cool breeze” for the business community. The session was moderated by Chairman ICCI Standing Committee Mian Mohammad Ramazan.

Former ICCI presidents Mian Shaukat Masood, Shakeel Munir, and other participants raised questions regarding departmental matters. Among those present were former President Khalid Javaid, Mohammad Ejaz Abbasi, Executive Members Abdul Rehman Siddiqui, Sanaullah Khan, Zulqurnain Abbasi, Ishaq Sial, Mirza Mohammad Ali, and senior ICCI member Isran Mishwani.
