FIA arrests 26 CDA employees over fake degree appointments in Islamabad

Islamabad, March 2, 2026: The Federal Investigation Agency’s Anti-Corruption Circle Islamabad has arrested 26 employees of the Capital Development Authority (CDA) on charges of securing government jobs through fake educational degrees and forged school certificates.

The arrests were made after the Islamabad Sessions Court (SJC-II) dismissed the pre-arrest bail applications of the accused in Case FIR No. 109/2025, registered on December 4, 2025

According to the FIR, the accused, serving in BPS-05 to BPS-14 positions within the Capital Development Authority, were appointed on various posts by submitting bogus matriculation, intermediate, and graduation certificates. The inquiry revealed that the documents were either forged or issued by non-recognized institutions, allowing the suspects to unlawfully obtain public employment, salaries, and official benefits.

The case has been registered under Sections 109, 420, 467, 468, and 471 of the Pakistan Penal Code (PPC), read with Section 5(2) of the Prevention of Corruption Act, 1947, which deal with abetment, cheating, forgery, and misuse of authority

Investigators stated that the scam caused financial loss to the national exchequer and undermined merit-based recruitment within a key civic institution. The FIR further notes that verification processes were bypassed or manipulated at the time of recruitment.

Meanwhile, the role of members of the recruitment committees, document verification officials, and approving authorities is also under investigation. FIA officials said scrutiny of departmental records and correspondence is underway to determine whether any officials facilitated or overlooked the illegal appointments.

The arrested employees have been shifted to FIA custody and will be produced before the court on Tuesday for further legal proceedings.

FIA authorities reiterated their commitment to continuing action against corruption and fraudulent recruitment in public sector institutions.
