Islamabad, May 15, 2026: Chairman Senate Yousaf Raza Gilani, in his capacity as President of the Board of Governors of the Pakistan Institute for Parliamentary Services (PIPS), presided over an important meeting of the institute’s Board of Governors in Islamabad on Friday.

The meeting was attended by Deputy Speaker National Assembly Syed Ghulam Mustafa Shah, Speaker of the Balochistan Assembly Abdul Khaliq Khan, Speaker of the Punjab Assembly Malik Muhammad Ahmed Khan, and Speaker of the Sindh Assembly Syed Awais Qadir Shah through Zoom, along with members of the Senate and National Assembly, speakers of the legislative assemblies of Azad Jammu and Kashmir and Gilgit-Baltistan, senior parliamentary officials, and Executive Director PIPS.

In his opening remarks, Chairman Senate Gilani welcomed the participants and appreciated the contributions of both former and current board members in strengthening PIPS as a leading parliamentary institution in Pakistan. He also welcomed MNA Sher Ali Arbab as a new member of the board and expressed confidence in his constructive role.

Highlighting the institute’s international achievements, Gilani said PIPS had become a founding Steering Committee member of the Global Network of Parliamentary Training Institutes alongside five other countries during the inaugural conference organized under the auspices of the Inter-Parliamentary Union in Accra, Ghana on March 24, 2026.

He further informed the meeting that PIPS has been selected by the IPU to host the Second Global Conference of Parliamentary Training Institutes from February 3 to 5, 2027. He termed the development a matter of pride for Pakistan and recognition of PIPS’ growing stature as an international center of excellence for parliamentary research and training.

The chairman senate stated that since July 2025, PIPS had organized orientations, workshops, seminars, and roundtable discussions benefiting more than 540 parliamentarians and 798 officers. He added that parliamentary and technical support services had also been extended to more than 525 lawmakers.

According to Gilani, the institute conducted over 50 professional events during the period, produced 224 research papers, published three books, and provided technical assistance to the Public Accounts Committee in more than 28 meetings related to audit analysis and scrutiny.

He also noted that PIPS actively engaged civil society, academia, students, and the public through parliamentary studies initiatives involving over 918 participants, helping promote democratic awareness and parliamentary understanding.

Chairman Senate Gilani praised the institute’s specialized training programs for provincial legislatures, including conference management and parliamentary protocol training for officers of the Sindh Assembly ahead of the historic CPA Conference.

He also acknowledged practicum training for library staff of the Balochistan and Sindh assemblies, as well as professional development courses for officers of the Senate, National Assembly, and Khyber Pakhtunkhwa Assembly under the National Parliamentary Development framework.

Gilani commended Executive Director PIPS Asim Khan Goraya for facilitating the inclusion of provincial assemblies, the legislative assemblies of AJK and Gilgit-Baltistan, and PIPS itself in the Senior Management Course and National Management Course organized under the Establishment Division.

He expressed confidence that under the guidance of experienced legislators serving on the board, PIPS would continue strengthening parliamentary democracy through innovative initiatives in legislative research, training, and institutional development.

The meeting concluded with detailed deliberations on various agenda items presented by Executive Director Asim Khan Goraya. The board also approved the proposed budget estimates for the next financial year and adopted the institute’s annual report for 2024-25.
