YPF concludes two-day workshop on Post-Legislative Scrutiny to strengthen parliamentary oversight

Islamabad, July 5, 2026: In line with the vision of National Assembly Speaker Sardar Ayaz Sadiq to promote post-legislative scrutiny and strengthen parliamentary oversight, the Young Parliamentarians Forum (YPF) of the National Assembly, led by its President Syeda Nosheen Iftikhar, MNA, successfully concluded a two-day workshop on Post-Legislative Scrutiny (PLS) for Members of the National Assembly.

The concluding day of the workshop was attended by MNAs Raja Osama Sarwar, Ms Shaista Khan, Mr Babar Nawaz Khan, Ms Akhtar Bibi, Syed Shah Ahad Ali Shah, Ms Shamaila Rana, Mr Miqdad Ali Khan, Ms Sadaf Ihsan, Mr Danyal Chaudhary, Makhdoom Zain Hussain Qureshi and Ms Neelum Kumari. Chairperson of the Shaoor Foundation for Education & Awareness (SFEA), Syed Ali Hameed, also participated in the proceedings.

Organised by the YPF in collaboration with the Shaoor Foundation for Education & Awareness, the workshop aimed to equip parliamentarians with the knowledge, skills and practical tools needed for effective post-legislative scrutiny. The objective was to enable lawmakers to assess whether laws passed by Parliament are being implemented in their true letter and spirit and whether they are achieving their intended goals.

The second day of the workshop began with an opening session and a comprehensive recap of the first day’s deliberations. The session was led by Raja Shoaib Akbar, Executive Director of SFEA, who summarised the key concepts, discussions and practical insights shared during the inaugural day, setting the stage for the advanced sessions that followed.

A technical session on “Legislative Gaps and Implementation” was conducted by parliamentary and legislative expert Zafarullah Khan. The session focused on identifying gaps and shortcomings in existing laws, with human rights legislation used as a case study. Through an interactive discussion, participating MNAs shared their parliamentary experiences, examined implementation challenges and explored ways to strengthen the effectiveness of legislation through post-legislative scrutiny.

The workshop then moved to another session titled “Essentials of Legislative Oversight,” also facilitated by Zafarullah Khan. The session underscored Parliament’s crucial role in ensuring the effective implementation of enacted laws, addressing enforcement hurdles and developing practical pathways for stronger oversight. Participating lawmakers exchanged views on improving committee oversight, enhancing executive accountability and institutionalising effective follow-up mechanisms to ensure legislation delivers its intended outcomes.

Addressing the closing ceremony, YPF President Syeda Nosheen Iftikhar reaffirmed the Forum’s commitment to promoting evidence-based lawmaking and institutionalising post-legislative scrutiny as a core component of parliamentary oversight. She said integrating effective post-legislative scrutiny into legislative evaluation would contribute to better implementation of laws, improved public service delivery and stronger democratic governance.

The workshop concluded with a vote of thanks, followed by the distribution of certificates among participating MNAs, officers and officials of the National Assembly Secretariat, representatives of SFEA and members of other civil society organisations who took part in the two-day event. The certificates were distributed by Syeda Nosheen Iftikhar along with SFEA Chairperson Syed Ali Hameed in recognition of the participants’ active engagement and contributions towards strengthening parliamentary oversight and legislative effectiveness.
