Islamabad, September 24,2026: The Capital Development Authority (CDA) has decided to take action against Bahria Enclave Housing Scheme in Zone IV of Islamabad over alleged unauthorised expansion, violations of the approved layout plan and other irregularities.
According to a letter issued by the CDA’s Directorate of Regional Planning, the layout plan for Bahria Enclave-I was originally approved for an area of 12,543 kanals. The scheme’s area, however, subsequently expanded to more than 18,000 kanals, the authority said.
The CDA alleged that development work, sale and purchase of plots, and construction of buildings had been carried out on unauthorised land.
The authority said Bahria Town (Pvt) Ltd had repeatedly been directed to stop development activities on unapproved land and submit a revised layout plan. However, according to the CDA, development and construction activities continued instead of complying with the directives.
The authority further stated that the stipulated period for completion of the housing scheme had also expired, but the required process for completing the development works and obtaining a completion certificate had not been undertaken.
The CDA’s letter also referred to alleged violations of the approved layout plan, including the reported conversion of land reserved for a park to commercial use.
It further alleged encroachment upon CDA land by Bahria Enclave, including construction on authority-owned land and the development of an allegedly unauthorised access road connecting Old Kuri Road with the housing scheme.
According to the letter, two different layout plans of Bahria Enclave are available in the official record, with a difference of more than 200 kanals in the areas allocated for parks, playgrounds and green spaces.
The CDA directed Bahria Town to comply with all applicable terms and conditions, deposit outstanding dues, penalties and fees, remove unauthorised buildings and the access road constructed on CDA land, and obtain the required approvals for the layout plan, NOC and building plans relating to the unauthorised land and expansion of the scheme.
The letter said a final show-cause notice was issued on September 9, 2026, to which Bahria Town submitted a response on September 15. The CDA, however, said it did not find the response credible on factual and logical grounds.
The authority has now directed its Directorate of Enforcement to take action under the relevant rules and regulations to seal the New Bahria Head Office, Business District marketing office and site offices in Bahria Enclave, Zone IV, Islamabad.
The CDA also directed the relevant authorities to proceed against illegal constructions and structures in accordance with the law.
Meanwhile, the Islamabad Electric Supply Company (IESCO) and Sui Northern Gas Pipelines Limited (SNGPL) have been directed to provide utility connections only in accordance with the approved layout plan and sanctioned building plans.
