ISLAMABAD, February 13, 2025: Pakistan and Türkiye have signed a series of Memorandums of Understanding (MoUs), protocols, and cooperation agreements across various sectors to enhance bilateral ties during Turkish President Recep Tayyip Erdogan’s visit to Pakistan.
Prime Minister Shehbaz Sharif and President Erdogan jointly witnessed the exchange of documents at the 7th High-Level Strategic Cooperation Council (HLSCC) meeting, reaffirming their commitment to deepening strategic, economic, and defense collaboration.
Key agreements signed
Economic and trade cooperation
- Finance Minister Muhammad Aurangzeb and Turkish Minister of Trade Omer Bolat exchanged documents on an MoU between Export Credit Bank of Türkiye and Pakistan’s Export-Import Bank.
- Minister of Commerce Jam Kamal Khan and Turkish Minister Omer Bolat exchanged an MoU on digitalization and verification of origin certificates used in trade.
- An MoU on industrial property cooperation was signed between Minister Jam Kamal Khan and Turkish Minister of Industry and Technology Mehmet Fatih Kacir.

Defense and military collaboration
- Minister of Defence Khawaja Muhammad Asif and Turkish Minister of Defence Yasar Guler exchanged MoUs on:
- Exchange of military and civilian personnel for social and cultural purposes.
- Cooperation in Air Force Electronic Warfare.
- Collaboration between Türkiye’s Secretariat of Defence Industries and Pakistan’s Ministry of Defence Production.
- Military health training and cooperation.
- A separate MoU was signed between Turkish Aerospace Industries (TAI) and Pakistan’s Naval Research and Development Institute (NRDI).

Science, technology and industrial development
- Minister of Science and Technology Dr Khalid Maqbool Siddiqui and Turkish Minister Omer Bolat signed an MoU on cooperation in halal trade.
- Another agreement was signed between the Scientific and Technological Research Council of Türkiye and Pakistan’s National Textile University (NTU), Faisalabad, for the Pakistan-Türkiye Textile Technology Center.
- An MoU on establishing legal metrology infrastructure was exchanged between Dr Khalid Maqbool Siddiqui and Mehmet Fatih Kacir.
Energy and natural resources
- Minister for Energy Sardar Awais Ahmad Khan Leghari and Turkish Minister of Energy Alparslan Bayraktar exchanged agreements on:
- Cooperation in hydrocarbons.
- Energy transition initiatives.
- Collaboration in the mining sector.

Agriculture and food security
- Minister for National Food Security Rana Tanveer Hussain and Turkish Minister of Agriculture Ibrahim Yumakli exchanged MoUs on:
- Seed protocol amendments.
- Cooperation in the field of water management.

Finance and banking cooperation
- Finance Minister Muhammad Aurangzeb and Turkish Foreign Minister Hakan Fidan exchanged an MoU on technical cooperation between the Central Bank of Türkiye (CBRT) and the State Bank of Pakistan (SBP).
Health and pharmaceutical sector
- Minister Rana Tanveer Hussain and Turkish Minister Hakan Fidan exchanged an MoU on technical cooperation in health and pharmaceuticals.
Public relations and cultural exchange
- Minister of Information and Broadcasting Attaullah Tarar and Turkish Director of Communications Fahrettin Altun signed MoUs on cooperation in public relations and communications.
- Tarar and Hakan Fidan also signed agreements on cultural cooperation and co-production in audiovisual services.
Religious and educational cooperation
- Minister of Religious Affairs Chaudhry Salik Hussain and Professor Dr Ali Ebras exchanged an MoU on religious services and education.
Pakistan-Türkiye Business Forum
In addition to the MoUs exchanged, two additional business agreements were signed at the Pakistan-Türkiye Business Forum, further strengthening trade, investment, and economic ties between the two countries.
These agreements underscore the deep-rooted and growing strategic partnership between Pakistan and Türkiye, paving the way for enhanced collaboration in trade, defense, technology, energy, and culture.
