CDA and Punjab Land & Revenue Authority (PLRA) to sign MoU for digitization of land records and E-stamp paper system

Islamabad, August 5, 2025: A high-level meeting was held at the CDA headquarters under the chairmanship of Chairman CDA and Chief Commissioner Islamabad, Muhammad Ali Randhawa. The meeting was attended by Member Administration and Estate Talat Mehmood, Member Environment Esfandyar Baloch, Member Engineering Syed Nafasat Raza, Member Planning Dr. Khalid Hafiz, Member Finance Tahir Naeem, Deputy Commissioner Islamabad, while representatives from Punjab Land and Revenue Authority (PLRA) and State Bank of Pakistan joined via video link.  

The meeting decided that a Memorandum of Understanding (MoU) will soon be signed between CDA and Punjab Land & Revenue Authority for the digitization of land records and implementation E-stamp paper system. This initiative aligns with the direction of Prime Minister Shahbaz Sharif and Federal Interior Minister Mohsin Naqvi to promote transparency by digitizing CDA’s land records under the e-stamp paper system. 

Chairman CDA and Chief Commissioner Islamabad Muhammad Ali Randhawa said that digitizing CDA’s land records on modern lines will not only facilitate the public in property transfers, inheritances and transactions but also help secure all records. 

He mentioned that CDA’s IT Wing, Estate Wing, and Finance Wing in consultation with Punjab Land and Revenue Authority, have developed an actionable mechanism. This will streamline the issuance of e-stamp papers, resolve public grievances, and enhance CDA’s operational efficiency. He emphasized that CDA is committed to provide the best possible facilities to citizens by leveraging modern technology and computerization to improve its services.
