PHC seeks federal govt’s reply on Gandapur’s inclusion in Provisional Control List

Peshawar, September 23, 2025: The Peshawar High Court (PHC) on Tuesday took up a petition challenging the placement of Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur’s name on the Provisional Control List (PCL).

A division bench comprising Justice Syed Arshad Ali and Justice Muhammad Faheem Wali directed the federal government and other respondents to submit their replies within 14 days.

During proceedings, Advocate Bashir Khan Wazir, counsel for the petitioner, argued that the chief minister’s name had been placed on the PCL and that despite applying for a diplomatic passport — along with a reminder letter — Gandapur had not been issued one.

Justice Arshad Ali observed that it was possible the application had not been properly filed. The counsel, however, maintained that the required documents had been submitted but the passport was still withheld.

The bench further noted that Gandapur was not currently travelling abroad and that the petition lacked relevant supporting documents. In response, the petitioner’s counsel stated that the chief minister was scheduled to travel abroad next month as part of an official delegation.

At this point, Justice Arshad Ali remarked: “Who can stop you from going abroad?”

The court then adjourned proceedings until October 14, seeking formal responses from the federal government and other concerned authorities.
