FBR extends manual tax return filing deadline to November 30

Islamabad, November 5,2025: The Federal Board of Revenue (FBR) has extended the deadline for taxpayers filing their income tax returns manually until November 30, according to a notification issued on Wednesday.

The FBR stated that while the tax authority is transitioning toward full digitisation of its data and systems, a “small fraction” of taxpayers still rely on manual filing methods. “As a special dispensation, it has been decided that a cell in each tax office of Pakistan dealing with such taxpayers (manual filers) will provide all legal and technical support to such taxpayers,” the notification said.

The extension was granted under Section 214A of the Income Tax Ordinance, 2001, to facilitate the smooth completion of the process for manual filers. The tax authority also urged such taxpayers to approach their respective regional tax offices, where staff will assist them with registration and return filing free of cost.

“Even if they require legal assistance, the FBR field office will provide them [the] service of a lawyer free of any cost this year,” the notification added. The FBR reiterated that the move toward digital filing remains a key part of its broader tax digitisation and compliance strategy, aimed at simplifying the process and enhancing transparency.

Last week, the FBR reported receiving a record 5.9 million tax returns for the tax year 2025 — a 17.6 per cent increase compared to 5 million returns filed during the same period last year. Of these, 3.6 million taxpayers filed returns accompanied by tax payments, marking an 18.6pc increase in taxpayers contributing revenue alongside their filings compared to 2024.
