NA committee defers ICT Condominium Bill, expresses displeasure over officials’ absence

Islamabad, January 26, 2026: The Standing Committee of the National Assembly on Housing and Works on Monday met at Parliament House, Islamabad, under the chairmanship of Maulana Abdul Ghafoor Haideri, MNA, to consider The Islamabad Capital Territory Condominium (Ownership and Management) Bill, 2026 (Government Bill), along with other matters related to federal housing and development projects. The Committee also confirmed the minutes of its previous meeting held on December 29, 2025.

The Committee took serious notice of the repeated absence of the Federal Secretary, Ministry of Housing and Works. In view of the continued non-attendance, the Committee recommended that the matter be raised on the floor of the House and issued a letter of displeasure, stressing the importance of regular and timely attendance at future meetings.

Members of the Committee stated that they were not opposed to the proposed legislation and, in principle, supported The Islamabad Capital Territory Condominium (Ownership and Management) Bill, 2026. However, due to the absence of both the Federal Minister and the Federal Secretary, detailed deliberations could not take place. As a result, consideration of the Bill was deferred to the next meeting scheduled for February 9, 2026, when the concerned officials are expected to be present.

The Committee also observed that the Federal Government Employees Housing Authority (FGEHA) had submitted outdated and insufficient data, which hindered informed review. FGEHA was directed to present revised and up-to-date information at the next meeting. Additionally, the Ministry of Housing and Works was instructed to submit a detailed list of its properties in Karachi at the forthcoming session.

The meeting was attended by Committee members Mr. Anjum Aqeel Khan, Mr. Ibrar Ahmad, Haji Rasool Bux Chandio, Dr. Darshan, Ms. Samina Khalid Ghurki (via Zoom), and Syed Sami Ul Hasan Gilani (via Zoom). Senior officials, including the Additional Secretary, Ministry of Housing and Works, and officers from its attached departments, were also present.
