Islamabad, September 22, 2026: Foreign ministers of Pakistan, Egypt, Indonesia, Jordan, Qatar, Saudi Arabia, Türkiye and the United Arab Emirates have called for the full implementation of the Comprehensive Plan for Gaza, including an end to ceasefire violations, unhindered humanitarian assistance and the rehabilitation of critical infrastructure.
The foreign ministers met in New York on September 21 on the sidelines of the 81st session of the United Nations General Assembly.
In a joint statement issued Tuesday, the ministers expressed deep concern over the continued humanitarian suffering in Gaza and called on Israel to fulfil its outstanding commitments under the first phase of the Comprehensive Plan.
They stressed the need for immediate, safe and unhindered delivery of humanitarian assistance and Early Recovery supplies, as well as the rehabilitation of critical infrastructure.
The ministers said the Road Map formed an integral part of the Comprehensive Plan and provided the framework for its second phase. They identified the decommissioning process alongside full Israeli withdrawal, deployment of the International Stabilization Force (ISF), assumption of responsibilities by the National Committee for the Administration of Gaza (NCAG), and the launch of early recovery and reconstruction across Gaza as key elements of the second phase.
They called on all parties to fulfil their commitments in good faith and without delay.
The ministers also rejected measures aimed at the expulsion or forced displacement of Palestinians from their homeland or attempts to alter the territorial or demographic character of the Occupied Palestinian Territory.
They called for the reversal of measures they described as aimed at consolidating Israeli control and annexation, including settlement expansion, land confiscation, demolition of Palestinian homes, settler violence and forced displacement.
The statement also expressed concern over measures affecting the historical and legal status quo of Muslim and Christian holy sites in Jerusalem.
The ministers welcomed recent measures by the United Kingdom, along with broader national and European efforts, in response to Israeli settlement activity, and called for further measures to halt settlement expansion and ensure accountability for settler violence.
They emphasized that Gaza must remain an integral part of Palestinian territory and said implementation of the Comprehensive Plan should contribute to the reunification of the West Bank, including East Jerusalem, and Gaza.
The ministers reaffirmed support for a pathway towards Palestinian self-determination and the establishment of a sovereign, viable and independent Palestinian state with East Jerusalem as its capital through implementation of the two-state solution.
The foreign ministers also commended US President Donald J. Trump’s leadership and underscored what they described as the indispensable role of the United States in implementing the Comprehensive Plan.
They called for sustained US engagement to ensure that all parties, including Israel, fulfil their commitments and to address obstacles to implementation of the Road Map.
The ministers said tangible progress on the ground would strengthen the credibility of the Board of Peace and the authority of the plan while generating momentum for its implementation.
They reaffirmed their readiness to work collectively with the United States, the Board of Peace, the Palestinian Authority and other relevant parties to advance implementation of the Comprehensive Plan and its Road Map, alleviate the suffering of Palestinians, support their right to self-determination and independent statehood, and achieve lasting and comprehensive peace in the region.
