Karachi, June 13, 2025: Sindh Chief Minister Syed Murad Ali Shah on Friday presented the province’s Annual Development Programme (ADP) for the fiscal year 2025-26 with a total outlay of Rs1,018 billion, focusing on rehabilitation, infrastructure development, and social services.
Unveiling the provincial budget in the Sindh Assembly, the chief minister said the ADP was designed to promote sustainable economic growth and address critical public needs, particularly in the wake of recent flood-related damages.
According to CM Shah, the ADP comprises:
- Rs520 billion for the Provincial ADP
- Rs55 billion for District ADPs
- Rs366.72 billion from Foreign Project Assistance
- Rs76.28 billion under the Federal Public Sector Development Programme (PSDP)
The programme includes a total of 3,642 development schemes, of which 3,161 are ongoing projects (receiving 82.6% of the funding), and 481 are new initiatives. Additionally, Rs119.5 billion has been allocated for special development initiatives.
CM Shah outlined sectoral priorities as follows:
- Education: Rs102.8 billion
- Health: Rs45.4 billion
- Irrigation: Rs84 billion
- Local Government: Rs132 billion
- Works & Services: Rs143 billion
- Energy (including Thar Coal & renewable energy): Rs36.3 billion
- Agriculture, Livestock, and Fisheries: Rs22.5 billion
- Transport & Mass Transit: Rs59.7 billion
The chief minister said the development strategy prioritizes completing ongoing projects, with 80% of the budget allocated for them, while 20% is reserved for new schemes.
The ADP emphasizes:
- Post-flood rehabilitation of schools, housing, and critical infrastructure
- Healthcare facility upgrades and improved service delivery
- Clean water and sanitation projects under Sustainable Development Goals
- Climate-resilient agriculture and restoration of irrigation systems
- Expansion of urban infrastructure, road connectivity, and mass transit systems in Karachi
- Safe city initiatives and renewable energy development
- Poverty alleviation through community development, nutrition support, and low-cost housing
Highlighting the achievements of the outgoing fiscal year, CM Shah said 1,460 schemes were completed, marking the highest number in recent years. He noted significant progress in housing reconstruction for flood-affected families, with over 400,000 houses completed and more underway.
He added that Rs468 billion in development expenditures were recorded, with a 73% fund utilization rate.
“The comprehensive ADP reflects Sindh’s commitment to inclusive growth, sustainability, and improved quality of life,” CM Shah said, concluding his address.
