Xi Jinping Thought on Party Building offers new insights for governance

Islamabad, August 14, 2026: Since the 18th National Congress of the Communist Party of China (CPC), the CPC Central Committee, with General Secretary Xi Jinping at its core, has put forward a series of new ideas, thinking and strategies on the major question of how to build a long-term governing Marxist party. These efforts have given rise to Xi Jinping Thought on Party Building.

As an important component of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Xi Jinping Thought on Party Building carries significant practical relevance and far-reaching guidance for strengthening the Party and advancing national development.

It sets out 14 commitments covering areas including upholding the leadership of the CPC, maintaining the centralized and unified leadership of the Party Central Committee, exercising full and rigorous Party self-governance, remaining true to the Party’s founding mission, strengthening political and organizational discipline, developing capable officials, improving conduct, combating corruption and strengthening institutional governance.

These commitments represent a concentrated summary of General Secretary Xi Jinping’s ideas and strategies on Party building in the new era. They provide fundamental guidance for the CPC in strengthening itself while offering China’s experience to political parties seeking to improve governance and institutional capacity.

China and Pakistan are ironclad friends and all-weather strategic cooperative partners. We stand ready to deepen exchanges and mutual learning with Pakistan on Party building and governance, work together to improve people’s well-being and promote prosperity and development, and accelerate the building of an even closer China-Pakistan community with a shared future in the new era.

At the heart of our approach is the principle of putting people first and ensuring that China-Pakistan cooperation delivers greater benefits to both peoples.

The CPC has consistently emphasized serving the people and pursuing development for their benefit. Xi Jinping Thought on Party Building stresses remaining true to the original aspiration and founding mission, namely seeking happiness for the Chinese people and rejuvenation for the Chinese nation.

Since 2012, General Secretary Xi Jinping has repeatedly emphasized that the people’s desire for a better life is the goal of the Party’s efforts. This people-centered approach was particularly evident in China’s campaign to eliminate absolute poverty.

Xi Jinping conducted more than 50 field research visits on poverty alleviation, covering all 14 contiguous poor regions across China. Based on extensive investigations, he advanced the concept of targeted poverty alleviation. Under his leadership, China completed the campaign against absolute poverty and built a moderately prosperous society in all respects, embarking on a new journey toward national rejuvenation and Chinese modernization.

The experience demonstrated the CPC’s capacity to mobilize resources and coordinate efforts on a national scale. More than three million first secretaries of CPC village committees and village-based officials, together with nearly two million township officials and millions of village officials, participated in the poverty alleviation campaign.

This experience also reflected two central principles of Xi Jinping Thought on Party Building: upholding CPC leadership as the defining feature of socialism with Chinese characteristics and maintaining the centralized and unified leadership of the Party Central Committee.

The people-centered approach is also reflected in the development of China-Pakistan relations.

General Secretary Xi Jinping has consistently supported Pakistan’s national development and improvement of people’s livelihoods. He and Pakistani leaders have established the all-weather strategic cooperative partnership between the two countries and reached important consensus on building an even closer China-Pakistan community with a shared future in the new era.

General Secretary Xi Jinping has emphasized that China’s friendly policy toward Pakistan is directed toward all Pakistani people and that the planning and development of the China-Pakistan Economic Corridor should take into account all regions of Pakistan so that development benefits can reach people across the country.

To date, CPEC has brought more than $25.9 billion in direct investment, created over 260,000 jobs, added more than 8,000 MW of power generation capacity, constructed 510 kilometres of highways and developed 886 kilometres of core national power transmission networks.

These achievements have injected momentum into Pakistan’s economic and social development, contributed to improvements in livelihoods and provided an important example of high-quality Belt and Road cooperation.

This year marks the 75th anniversary of the establishment of diplomatic relations between China and Pakistan. General Secretary Xi Jinping has reached important new consensus with President Asif Ali Zardari and Prime Minister Muhammad Shehbaz Sharif on advancing bilateral cooperation, which both sides are working to implement.

Less than two weeks ago, we visited an industrial park in Faisalabad and were pleased to see 39 Chinese private enterprises operating there. Most are soundly run and profitable, benefiting from the business environment created in Pakistan while also contributing to local communities.

Five ceramic enterprises alone pay nearly $20 million in annual taxes and provide more than 5,000 local jobs.

Such examples demonstrate how mutual commitment and practical cooperation can produce tangible benefits for both peoples. China stands ready to work with Pakistan to apply a people-centered philosophy of development, advance both major signature projects and “small and beautiful” livelihood projects, and move together toward greater well-being and common prosperity.

To further strengthen practical cooperation, we should also deepen mutual learning and exchanges on Party building and governance.

As changes unseen in a century accelerate and the world enters a period of turbulence and transformation, political parties across the world face common questions about how to strengthen their organizations and improve their capacity to govern.

Xi Jinping Thought on Party Building addresses these challenges through an emphasis on self-confidence, self-reliance, upholding fundamental principles and pursuing innovation. It regards full and rigorous Party self-governance as a strategic policy and attaches great importance to combating corruption, improving conduct and strengthening institutional mechanisms.

The CPC’s experience demonstrates the importance of continuous self-improvement and institutional reform in maintaining organizational strength and governance capacity.

In this context, Xi Jinping Thought on Party Building connects the CPC’s own development with broader questions concerning human progress and governance. It offers China’s experience for consideration by political parties, particularly in developing countries, as they independently explore paths toward modernization.

An increasing number of political parties and statesmen around the world have asked why the CPC has been able to maintain its organizational strength and governance capacity. The answer requires an understanding of the Party’s long-term efforts to strengthen its leadership, improve its institutions, remain connected with the people and continuously reform itself.

General Secretary Xi Jinping has emphasized that political parties in different countries should enhance mutual trust, strengthen communication and coordination, seek common ground while shelving differences, respect one another and learn from each other’s experiences.

We are pleased to see that exchanges and mutual learning between the CPC and political parties in Pakistan continue to deepen.

The two sides have signed memorandums of understanding on inter-party exchanges and cooperation, established the CPEC Political Parties Joint Consultation Mechanism and convened the China-Pakistan Political Parties Forum.

Each year, China invites groups of Pakistani political party representatives to visit and participate in conferences in China. China also continues to support “small and beautiful” livelihood projects in Pakistan through platforms such as the Silk Road Workshop.

In this milestone year marking the 75th anniversary of diplomatic relations, a high-level Pakistani political party delegation visited Hubei in May, contributing to sub-national cooperation.

Also in May, the second China-Pakistan Political Parties Forum and Meeting of the CPEC Political Parties Joint Consultation Mechanism brought together leaders from 12 major Pakistani political parties. The participants reached broad consensus on consolidating the traditional friendship and advancing practical cooperation between the two countries.

On August 12, we hosted a symposium on Xi Jinping Thought on Party Building, further expanding exchanges between China and Pakistan on Party building and governance.

We sincerely appreciate the support and participation of Pakistani political parties and stand ready to continue implementing the important consensus reached by our leaders, expand “political party plus” cooperation and carry forward the ironclad China-Pakistan friendship through successive rounds of inter-party exchanges and mutual learning.

China will continue to deepen exchanges with Pakistani political parties on Party building and governance, inject fresh impetus into China-Pakistan all-weather strategic cooperation and enable new achievements in Chinese modernization to create new opportunities for our Pakistani brothers and sisters.

Together, we can accelerate the building of an even closer China-Pakistan community with a shared future in the new era.
