Bucharest Oct 27,2026: Romanian President Nicușor Dan has strongly condemned alleged Russian involvement in acts of sabotage on Romanian territory, describing such actions as unacceptable and a serious violation of the country’s sovereignty and security.
In a statement the President Dan said no foreign entity had the right to carry out such activities on the territory of Romania or any other European state.
He said Russia had for years employed various methods to weaken European democracies, including attempts to influence electoral processes, disinformation campaigns, information warfare, cyberattacks and acts of sabotage. He also pointed to what he described as an escalation of Russian provocations against civilian shipping in the Black Sea in recent weeks.
“These are not isolated, unrelated incidents,” President Dan said, adding that such actions formed part of what he described as a coordinated campaign aimed at creating divisions within European societies and undermining European countries’ commitment to their own security and collective defence.
The Romanian president stressed that hybrid warfare had been conducted for years in different forms, with the objective of weakening European states from within and eroding solidarity among them. He called for increased vigilance and continuous risk assessment in response to the intensification of such activities.
President Dan said the Romanian state would take decisive measures to prevent similar incidents, identify those responsible and protect citizens and critical infrastructure. He reaffirmed Romania’s commitment to close cooperation with its NATO allies and partners in the European Union.
He also commended the work of professionals from the Romanian Intelligence Service (SRI), the Ministry of Internal Affairs (MAI), the Directorate for Investigating Organized Crime and Terrorism (DIICOT), and the General Directorate of Military Intelligence (DGIA) for their role in identifying those who allegedly started the fire at the Carfil industrial site and those ultimately responsible for the incident.
The president emphasised that Romanian state institutions must be able to detect such attacks and prevent them wherever possible.
Referring to the investigation into the Carfil sabotage incident, President Dan warned that hostile actors increasingly used social media to recruit individuals and manipulate them into participating in illegal activities. He urged the public to remain alert to such risks and carefully assess content circulating online.
The Romanian president also thanked international partners for their cooperation with Romanian agencies, stressing that an effective response required unity, coordination and credibility, supported by solidarity and the ability of partner countries to act together.
