PTI submits Charter of Demands to negotiation committee

Islamabad, January 16, 2025: Pakistan Tehreek-e-Insaf (PTI) has formally presented its Charter of Demands to the government’s negotiation committee. While all members of PTI’s negotiation team have signed the document, Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur’s signature is still pending. The opposition leader, Omar Ayub, also shared the finalized charter with the Speaker of the National Assembly.

The three-page document, authored by Omar Ayub in his capacity as opposition leader and head of PTI’s negotiation team, outlines two primary demands.

Key demands from PTI

  1. Formation of judicial commissions for major incidents
    • PTI has called for judicial commissions to be established under the Commission of Inquiry Act 2017 to investigate the events of May 9 and November 26.
    • These commissions should be formed within seven days, comprising either the Chief Justice or three sitting judges of the Supreme Court. All proceedings must remain transparent and accessible to the public and media.
  2. Comprehensive یnvestigation into May 9 events
    • The proposed commission will assess the circumstances and legality surrounding former PTI Chairman Imran Khan’s arrest.
    • It will identify those responsible for the entry of Rangers and police into the Islamabad High Court premises during the arrest.
    • A detailed review of nationwide incidents following the arrest will be conducted, focusing on breaches of sensitive locations, treatment of detainees, allegations of human rights violations, and misuse of law enforcement.
    • The commission will also examine media censorship, internet disruptions, and their legal implications.
  3. Investigation into November 24-27 protests
    • A second commission will probe reports of excessive force used against protesters, including live ammunition, physical violence, and any unauthorized orders for excessive action.
    • It will evaluate the aftermath, documenting casualties, injuries, and missing persons, while verifying the accuracy of hospital records and CCTV footage.
    • Additionally, it will address media restrictions and challenges faced by citizens in filing First Information Reports (FIRs) during this period.
  4. Release of political prisoners
    • PTI demands the unconditional release of all political leaders and activists detained during or after the events of May 9 and November 24-27.
    • The party has urged federal and provincial governments in Punjab, Sindh, and Balochistan to facilitate bail applications or suspend sentences of those imprisoned for political activities.
  5. Commitment to action
    • PTI emphasized that forming these commissions is a critical indicator of the government’s sincerity in addressing these demands. Failure to comply would result in the termination of negotiations.
