Islamabad, May 30, 2025: In line with the directives of Chairman Capital Development Authority (CDA), Chief Commissioner Islamabad, and Director General Civil Defence Muhammad Ali Randhawa, a major enforcement operation was carried out today targeting illegal and non-compliant constructions within the Islamabad Capital Territory (ICT).
The operation, spearheaded by the Directorate General of Building & Housing Control in collaboration with the Directorate of Enforcement, ICT Administration, and Islamabad Police, resulted in the sealing of 18 unauthorized buildings and commercial outlets in Sector H-13.
This coordinated action was conducted under the provisions of the CDA Ordinance, 1960, and the Building Control Regulations, 2020 (amended in 2023). The sealed structures were found to be in serious violation of building regulations, including:
- Construction without CDA-approved building plans
- Unauthorized commercial use of residential premises
- Illegal occupation without obtaining Completion Certificates
- Non-payment of applicable penalties and regulatory fees
- Ignoring official notices including Show Cause and Final Notices issued by the authority
The sealed buildings and commercial outlets include:
- NB Heights
- Monticelo Residencia
- Al-Rehman Heights
- Adjacent to Al-Rehman Heights / Malik Haroon
- G.S Enterprises
- Doctor Heights
- Land Mark-II
- Land Mark-III
- K.K Tower
- Unknown building adjacent to K.K Tower
- Another unknown building adjacent to K.K Tower
- Dawn Enterprises
- H-13 Apartments
- T.M.K Tower
- Clock Tower
- Horizon Heights
- Lapiz Heights
- Under-construction building behind PSO Petrol Pump
Authorities emphasized that these structures had repeatedly failed to comply with the building laws despite receiving multiple warnings and final notices from CDA.
“This operation reaffirms CDA’s unwavering commitment to regulatory enforcement and legal urban development,” said an official from the Directorate General of Building & Housing Control. “Buildings constructed or occupied without proper authorization not only undermine city planning but also pose safety and environmental risks.”
The CDA has warned that further legal actions will be taken against persistent violators under applicable laws. Developers, builders, and property owners are strongly urged to seek all necessary approvals, including Completion Certificates and no-objection clearances, before initiating construction or occupancy.
Public interest remains at the core of this enforcement drive, with the objective of maintaining Islamabad’s planning integrity and ensuring a safe, lawful environment for all residents.
