Larkana, November 10, 2025: Pakistan People’s Party (PPP) Chairman Bilawal Bhutto-Zardari on Monday declared that Pakistan’s Constitution had been “completed” with the passage of the 27th Constitutional Amendment, describing it as a major step toward equitable governance and judicial reform.

Speaking at the inauguration of the Sindh Wheat Growers Support Programme 2025 in Larkana, Bilawal said the PPP had long championed the principle of equal provincial representation in the proposed Federal Constitutional Court (FCC) — a central feature of the new amendment.

“There will be no compromise on equal representation of provinces in the Constitutional Court,” he asserted. “There will be as many judges from Balochistan as from Sindh, and as many from Punjab as from Khyber Pakhtunkhwa.”

Bilawal said the amendment fulfilled one of the PPP’s longstanding constitutional commitments, ensuring that all provinces have an equal voice in matters of national adjudication, just as they do in the Senate.

The 27th Constitutional Amendment Bill, comprising 59 clauses, was passed in the Senate on Monday with 64 votes in favor, securing the required two-thirds majority. The legislation seeks to reform Pakistan’s military and judicial structures and will now move to the National Assembly for final approval.

The bill was presented by Law Minister Azam Nazeer Tarar, who said the reforms were introduced after consultations with political parties and bar councils. The proposed changes include the creation of a Federal Constitutional Court, equal provincial representation in its composition, and the establishment of a new post — Chief of Defence Forces — as the unified head of the armed forces.

Tarar explained that the amendment aims to address the growing number of constitutional petitions being filed in the Supreme Court, which have delayed regular civil and criminal cases. The new court, he said, would handle constitutional matters exclusively, allowing the apex court to focus on its appellate jurisdiction.

He added that amendments to Article 243 were designed to enhance the administrative and procedural clarity within the armed forces.

In addition to the ruling coalition, lawmakers from the Awami National Party (ANP), PTI-backed Senator Saifullah Abro, and JUI-F’s Ahmed Khan also voted in favor of the bill.
