Islamabad, January 7, 2026: The Senate Standing Committee on Housing and Works on Wednesday expressed serious concern over the prolonged non-payment of salaries to Pakistan Public Works Department (Pak PWD) employees and directed authorities to ensure immediate resolution of the issue.
The meeting, held at the Parliament Lodges and chaired by Senator Nasir Mehmood, was attended by Senators Jan Muhammad, Khalida Ateeb, and Hidayat Ullah Khan. The Committee reviewed a compliance report on directions issued during its previous meetings in Quetta on November 21, 2025, and Lahore on December 18, 2025.
During the session, the Committee discussed in detail the non-payment of salaries to 10 Pak PWD maintenance staff employees whose dues have remained outstanding since July 1, 2025. Stressing urgency, the Committee called for immediate clearance of outstanding salaries and adjustment of these employees from the same date as other Pak PWD staff in Balochistan who were absorbed into various departments.
The Committee was informed that salaries are being paid without interruption to approximately 2,860 employees adjusted in different organizations, including the Capital Development Authority (1,493), Estate Office (970), Ministry of Defence (95), Federal Shariat Court (1), Ministry of Foreign Affairs (60), Federal Board of Revenue (116), National Accountability Bureau (35), and the Controller General of Accounts (90). However, around 173 employees are still approaching the Finance Division for budget allocation for the current financial year, while verification of 83 IB employees is underway.
Chairman Senator Nasir Mehmood directed the concerned authorities to verify and confirm whether all listed employees are actually receiving salaries and to submit a clear, authenticated report to the Committee.
The Committee was also briefed on the case of 15 lower-grade maintenance staff of the Central Civil Division, Pak PWD, who were transferred to AGPR and T Office Lahore but have neither been adjusted nor paid salaries for the past six months. The Committee expressed grave concern and urged expedited settlement of the matter.
Additionally, the Ministry of Housing and Works briefed the Committee on the overall status of absorption and induction of Pak PWD employees, including payment of salaries, pensions, gratuity, and other dues.
The meeting also reviewed the status of acquisition, development, and utilization of Constantia Estate, Murree. Members were informed that the Additional Deputy Commissioner (Revenue), Murree, has advised submission of a formal request for land mutation. As the Estate Office currently holds only watch and ward responsibilities, the matter has been referred to the Ministry of Housing and Works to determine whether mutation should be carried out in favor of the Federal Government or through the Estate Office. The issue remains under consideration by the competent authority.
Furthermore, the Committee was informed that the ADC (Revenue) has written to the Civil Court, Rawalpindi, seeking transfer of pending cases to the Dispute Resolution Committee under the Punjab Protection of Ownership of Immovable Property Ordinance for disposal of sub-judice matters.
Concluding the meeting, the Chairman underscored the importance of timely decision-making, transparency, and safeguarding employees’ rights, directing all concerned ministries and departments to submit progress reports to the Committee at the earliest.
