AI and digital assets shaping new era of policy and development in Pakistan: Senator Manzoor Kakar

London, January 14, 2025: Senator Manzoor Ahmed Kakar has said that artificial intelligence (AI) and digital assets are shaping a new chapter of policy, public trust, and development in Pakistan, as the country moves towards responsible and forward-looking digital governance.

Addressing the UK Forum on Cultural Diplomacy in London, Senator Kakar stated that artificial intelligence is rapidly transforming governance, economic structures, and the delivery of public services worldwide. However, he noted that regulating fast-evolving technologies without stifling innovation remains a major global challenge.

He informed the forum that Pakistan has adopted a clear and comprehensive framework for the responsible and ethical use of AI through its National Artificial Intelligence Policy. The policy, he said, is built on key principles including data protection, human oversight, and transparency, and is aligned with global values and European regulatory models.

Senator Kakar highlighted that the application of AI in Pakistan is expanding across key sectors such as health, agriculture, education, and public administration, leading to improved efficiency and enhanced service delivery.

Turning to digital assets, he said they present significant opportunities for innovation and financial inclusion, while also posing regulatory and governance challenges. He explained that Pakistan has adopted a cautious, balanced, and forward-looking approach to the regulation of digital assets.

He pointed to the establishment of the Pakistan Crypto Council and the Virtual Assets Regulatory Authority as major institutional developments, adding that Pakistan is strengthening its regulatory and institutional capacity to ensure effective governance of digital assets.

The Senator stressed the importance of strict regulatory measures to combat money laundering and illicit financial transactions, reaffirming Pakistan’s commitment to international obligations and global standards. He added that the Prevention of Electronic Crimes Act provides a strong legal framework to address cybercrime, while laws and regulatory mechanisms are being continuously updated in line with technological advancements.

Senator Kakar noted that globally, progress is being made towards structured governance of AI and digital assets, with governance, risk management, and public trust emerging as central pillars of digital policy. He emphasized that sustainable digital development is not possible without public trust, which can only be built through transparent governance and responsible regulation.

He further underscored that artificial intelligence and digital assets are inherently global in nature and require international cooperation and broader dialogue. In this context, he said cultural diplomacy and policy dialogue play a critical role in shaping the global digital future.

Concluding his address, Senator Manzoor Ahmed Kakar said that Pakistan supports innovation, welcomes emerging technologies, and is committed to building a responsible digital future. He stated that Pakistan’s ultimate objective is to establish a comprehensive, stable, and trustworthy digital ecosystem, and that the country will continue to cooperate with global partners to promote effective digital governance.
