CDA issues final show cause notice to AGOCHS-I over illegal conversion of amenity plots

Islamabad, February 27,2026: The Capital Development Authority (CDA) has issued a final show cause notice to M/s Accounts Group Officers Cooperative Housing Society (AGOCHS-I), Islamabad, over the alleged illegal conversion of public amenity plots into residential and commercial use.

In a notification dated February 26, 2026, CDA stated that multiple plots originally designated for public amenities including parks, schools, open spaces, graveyard, and public buildings in the approved Layout Plan of AGOCHS-I have been unlawfully converted.

According to the Authority, the Layout Plan approved in 2007 was cancelled in 2017 due to non-fulfillment of terms and conditions. Despite this, the society allegedly converted amenity land and sold it to buyers, in violation of planning regulations and court directives.

CDA has directed the society to restore the approved Layout Plan within 30 days and deposit Rs. 77.312 million in fines and penalties.

The Authority warned that failure to comply may result in demolition of illegal structures, recovery proceedings, suspension of approvals, sealing of offices, and referral of the case to investigative agencies.

The notice also offers the society an opportunity for a personal hearing within seven days.
