Makkah/Islamabad, May 13,2026: Taking decisive action to protect the rights of Pakistani pilgrims, the Private Hajj Monitoring Cell of the Ministry of Religious Affairs has recovered 65,665 Saudi Riyals (approximately 4.92 million PKR) from Private Hajj Group Organizers (HGOs).

The recovered funds were immediately reimbursed to pilgrims following confirmed complaints regarding contract violations and substandard service delivery. Authorities have issued a stern warning to operators, noting that failure to adhere to signed agreements will result in heavy fines and the potential blacklisting of companies.

The Private Hajj Monitoring Cell of the Ministry of Religious Affairs has successfully recovered 65,665 Saudi Riyals (approximately 4.92 million PKR) from Private Hajj Group Organizers (HGOs) for failing to meet contractual obligations.

 These funds were returned directly to Pakistani pilgrims who filed complaints regarding service deficiencies and agreement violations. Ministry officials emphasized that any operator found compromising on the welfare of pilgrims will face severe penalties, including heavy fines and permanent blacklisting.

During a media briefing in Makkah, Monitoring Cell Coordinator Muhammad Bakhsh Sangi reported that 18,997 pilgrims have arrived under the private scheme so far. To ensure quality control, 12 monitoring teams are working 24/7 across Makkah and Madinah, having already completed detailed 26-point digital evaluations for 2,300 pilgrims. The ministry has streamlined the complaint process by utilizing the ‘Pak Hajj App’ alongside new digital reporting tools to address grievances in real-time.

Deputy Coordinator Zarghan Shahzad clarified that the Hajj quota is distributed among 902 registered HGOs, all of whom are legally required to provide high-standard accommodations near the Holy Mosques in both Makkah and Madinah. He noted that while 293 groups have undergone thorough inspections, enforcement actions have already begun, including the issuance of formal warning notices and the imposition of a heavy fine on one group for service failures in Madinah. The primary objective remains the provision of a seamless spiritual experience for all pilgrims.
