Islamabad, August 24, 2026: The Capital Development Authority (CDA) has directed its formations, wings, directorates and divisions to ensure immediate cooperation with inquiry committees and inquiry officers, warning that delays or withholding of official records could lead to disciplinary action against responsible officials.
In a circular issued by the Office of the Member (Administration), the CDA expressed “grave concern” over instances where its various formations had failed to provide the required cooperation to inquiry committees and inquiry officers.
The authority said that, in several cases, relevant records and information had been delayed or withheld despite repeated requisitions by inquiry committees or inquiry officers. According to the circular, such conduct was seriously impeding the inquiry process and causing avoidable delays in the timely completion and finalisation of inquiries.
Under the new directions, Directors General, Deputy Directors General and Directors of the concerned wings, directorates and divisions have been instructed to personally ensure strict and immediate compliance with all requisitions made by inquiry committees or inquiry officers.
The CDA has set a three-day deadline for providing the required records and information. The circular states that the requested material must be furnished through the concerned Departmental Representative or Focal Person within three days of the date of requisition.
The authority has made clear that delays, withholding of records or information, and failure to extend cooperation will not be tolerated under any circumstances.
The circular further warns that any failure, refusal, negligence or deliberate delay in furnishing required records or information will be treated as non-compliance with the lawful directions of the CDA.
Officials found responsible for such non-compliance will be held personally accountable, with disciplinary proceedings to be initiated against the concerned officers or officials under the relevant provisions of the CDA Employees (Service) Regulations, 1992, without further notice.
The CDA has directed all concerned officials to ensure strict compliance with the instructions “in letter and spirit,” reinforcing the authority’s push for greater administrative accountability and timely completion of internal inquiries.
