Japan funds women’s vocational training institute in Chakwal

Islamabad, August 27, 2026: The Government of Japan has approved grant assistance of $53,419, equivalent to approximately Rs14.8 million, to the Moawin Foundation for the construction of a women’s vocational training institute in Village Dulmial, District Chakwal, Punjab.

The grant has been provided under Japan’s Grant Assistance for Grassroots Human Security Projects (GGP) programme and is aimed at strengthening local skills development while empowering vulnerable women to achieve greater economic independence.

The grant contract was signed at the Embassy of Japan in Islamabad on Thursday by Japanese Ambassador to Pakistan Akamatsu Shuichi and a representative of the Moawin Foundation.

The project, titled “The Project for the Construction of Women’s Vocational Training Institute in Village Dulmial, District Chakwal”, will establish a dedicated training facility on land donated by the local community.

The institute will provide structured vocational courses in dressmaking, stitching and fashion design to women from Dulmial and surrounding areas, enabling them to acquire practical skills and develop alternative and more stable sources of income throughout the year.

According to the project plan, the institute is expected to provide high-quality vocational training to around 240 women annually.

The initiative is particularly significant for women in rural communities, where limited employment opportunities and economic and environmental challenges often restrict access to skills development and income-generating opportunities.

The Moawin Foundation has been working with underserved communities across Pakistan and has expanded its vocational training programmes over the years, building a strong presence and trust among local communities.

Speaking at the signing ceremony, Ambassador Akamatsu expressed hope that the new institute would serve women and families in the community for many years.

He also appreciated the contribution of the people of Village Dulmial, who donated land for the project, and said Japan was pleased to support the community’s long-standing aspiration for a permanent vocational training facility.

The ambassador highlighted Japan’s continued commitment to women’s empowerment and grassroots human security, saying the project would help provide women with practical skills and greater opportunities for economic independence.

The Government of Japan said it would continue working with local non-governmental organisations through the GGP programme to strengthen grassroots human security in Pakistan.

The project is expected to contribute to improving livelihood opportunities for rural women while further strengthening the longstanding friendship and cooperation between Pakistan and Japan.
