Govt finalizes repatriation plan for Afghan nationals as March 31 deadline nears

Islamabad, March 30, 2025: With the March 31 deadline for the voluntary repatriation of Afghan nationals approaching, the Ministry of Interior has completed the mapping of Afghan Citizen Card (ACC) holders to ensure a smooth deportation process.

The government, in coordination with provincial authorities and stakeholders, has finalized all arrangements for the second phase of its Illegal Foreigners Repatriation Programme (IFRP), which began on November 1, 2023. This phase will target the deportation of ACC holders, who have been residing in Pakistan legally for several years but are now required to return to Afghanistan.

During a high-level meeting chaired by Interior Minister Mohsin Naqvi on Friday, officials reviewed the implementation plan. The minister emphasized continuous coordination between federal and provincial governments, assuring that the federal government will provide full support to the provinces.

Currently, around 840,000 ACC holders are registered with NADRA and residing in Pakistan. The meeting was informed that Minister of State for Interior Talal Chaudhry will visit provinces to address any operational challenges during the repatriation.

Authorities have been directed to ensure a respectful and dignified process for Afghan nationals. Additionally, a special committee has been formed based on recommendations from Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur to oversee the repatriation efforts.

The meeting was attended by senior officials, including provincial chief secretaries, inspectors general (IGs), security agency representatives, and officials from the Ministries of Foreign Affairs and Law. The government has reiterated its stance that from April 1, enforcement actions will begin against those who fail to leave voluntarily.
