Peshawar, July 18, 2025: The 35th meeting of the Khyber Pakhtunkhwa (KP) Cabinet, chaired by Chief Minister Ali Amin Khan Gandapur, was held on Friday and featured a series of significant decisions aimed at improving law and order, governance, and public welfare across the province.
Briefing the media after the meeting, Barrister Dr. Muhammad Ali Saif, Advisor to the Chief Minister on Information and Public Relations, outlined the Cabinet’s resolutions.
The chief minister announced that an All Parties Conference (APC) will be convened next week to engage all political stakeholders in developing a unified strategy for peace in terrorism-affected areas. He highlighted that the recent restoration of peace in District Kurram was achieved through sincere governmental efforts, and similar success can be replicated through consultation with tribal elders and local jirgas.
Reforms to the Maintenance of Public Order (3MPO) law were also discussed. It was decided that future implementation of the 3MPO will require prior approval from the Home Department, a safeguard aimed at preventing misuse. The CM compared 3MPO to the controversial Frontier Crimes Regulation (FCR), calling for more accountability in its application.
The Cabinet approved Rs. 5 million each as financial assistance for families of KP martyrs who lost their lives due to Indian aggression. An additional Rs. 10 million was sanctioned for the family of Maulana Khanzeb Shaheed, who was recently killed in a terrorist attack.
Additionally, Rs. 48.1 million in financial aid was approved for four individuals—Rozina, Anas Khan, Muhammad Aman, and Muhammad Azlan—to cover the cost of life-saving medical treatments beyond their means.
The Cabinet approved several new rules and regulations, including KP Agriculture Income Tax Rules, 2025, KP Environmental Audit Rules, 2025, KP Environmental Protection (Sealing or Seizing) Rules, 2025.
A Cabinet Committee was also formed to review a proposal to remove the death penalty clause from the KP Control of Narcotic Substances Act, 2019. The committee will present its findings to the Cabinet.
The Dir Model School Dodba building was handed over to Khyber Medical University for setting up a new Institute of Health Sciences campus in Upper Dir, Rs. 38.69 million was allocated for land acquisition to support the Swat River surface water supply project to Mingora via gravity flow and the cost of the Phase-II Health Information System strengthening project was increased from Rs. 318.5 million to Rs. 375.2 million.
The Cabinet approved key administrative appointments, including Members to the Board of Governors of the Paraplegic Center, posting and transfer of the Managing Director of the Health Foundation and appointment of five new members to the KP Child Protection and Welfare Commission.
In a move to enhance vehicle monitoring, the Cabinet approved the installation of RFID systems and machine-readable number plates for already-profiled non-custom paid (NCP) vehicles, clarifying that this initiative would not involve tax collection, but be limited to profiling only.
Vehicle procurement requests by various departments were also discussed. It was decided that vehicle needs would be met through the Excise Department on a case-by-case basis, despite the existing ban on government vehicle purchases.
On the issue of natural disasters, CM Gandapur stressed that such national tragedies should not be politicized and reaffirmed KP’s readiness to support other provinces during emergencies.
