Islamabad, November 26,2025: A major land scam has surfaced in the Capital Development Authority (CDA) as internal documents reveal fraudulent allotments of farmhouse plots valued at over Rs3 billion, allegedly facilitated through record tampering and collusion within the organisation’s Land and Law Directorates.

According to information obtained by Sab News, the CDA Land Directorate allotted five farmhouse plots after securing court decrees that are now suspected to have been obtained through manipulated records. Investigators believe that official land data was altered, with 50 kanals inflated to 500 kanals to legitimise the bogus allotments.

The plots involved are located along Main Murree Road and include plot numbers 38, 40, 59, 66, and 66-A.

Sources say that certain lawyers and staff members of the CDA Law Directorate may have played a role in securing the decrees. Sensing irregularities, Director General Law Naeem Akbar Dar personally intervened and initiated scrutiny of the case.

Following a written complaint submitted to the CDA Chairman, a formal investigation was launched. Preliminary findings confirmed tampering of official records, prompting authorities to move swiftly to cancel the questionable court decree.

To further probe individual responsibilities, the CDA has set up a two-member fact-finding committee, comprising Humaira Arshad, Deputy Director General (Resources), and Shakeel Ahmed, Director State & Management-II. The committee will assess the involvement of Aslam Jamil and former Assistant Director Land Irfan Ahmed, the latter having earlier recorded a statement in court against the CDA.

The inquiry committee has been instructed to submit its report within three days, as the authority intensifies efforts to determine accountability in one of the most significant land scams reported in recent years.
