Lahore, November 28, 2025: Days after the Punjab government rolled out heavy fines and stricter penalties under newly amended traffic rules, it has now emerged that vehicles of habitual violators will also be auctioned after repeated challans.
The development was shared during a meeting chaired by Punjab Chief Minister Maryam Nawaz on Friday regarding the implementation of a modernised traffic management system. Officials told the CM that 20 major reforms had been introduced to the 60-year-old Traffic Act — including the imposition of fines on government-owned vehicles.
Officials briefed that a 30-day deadline had been set to completely eliminate one-way violations across Punjab. In cases of underage driving, the vehicle owner could now face up to six months in jail.
A province-wide crackdown has been ordered against passengers travelling on the roofs of buses, while Qingqi rickshaws have been banned on five model roads in Lahore.
CM Maryam Nawaz said she would not tolerate selective enforcement. “Traffic issues will have to be improved in all cities including Lahore. There should be no discrimination — everyone must pay fines for violating traffic rules,” she stressed.
The CM was also informed that marriage halls will not be allowed to operate without proper parking facilities. It was further decided that immediate compensation would be provided to families of those killed in road accidents.
The ordinance, signed by Punjab Governor Sardar Saleem Haider, introduces the following penalties:
Driving & vehicle fitness
- Driving without a fitness certificate- Up to Rs100,000 fine + imprisonment
- Use of non-standard window glass- Up to six months’ jail
One-way violations
- Up to six months’ imprisonment or a Rs50,000 fine
- Mandatory seat belt for front-seat passengers
- Stricter penalties for underage driving, with parents/guardians held legally liable
Smoke-emitting vehicles
- Motorcycles: Rs2,000
- Three-wheelers: Rs3,000
- Private vehicles: Rs8,000
- Public transport: Rs15,000
Over-speeding (300% increase)
- Motorcycles: Rs2,000
- Cars: Rs5,000
Overloading
- Three-wheelers: Rs3,000
- Vehicles under 2,000cc: Rs5,000
- Heavy vehicles: Rs10,000
- Trailers: Rs15,000
Signal violations
- Motorcycles: Rs2,000
- Three-wheelers: Rs3,000
- Cars: Rs5,000
- 2,000cc vehicles: Rs10,000
- Above 2,000cc: Rs15,000
Strict action will be taken against motorists using:
- Yellow number plates
- Fake plates
- Non-standard plates
Repeat offenders will face additional penalties. Drivers failing to carry registration documents or proof of vehicle ownership will also face legal action.
