Lahore/Karachi, June 25, 2025: Pakistani security agencies on Wednesday announced the arrest of 10 individuals linked to India’s intelligence agency RAW in coordinated operations across Punjab and Sindh, exposing what officials described as a “sophisticated foreign-backed terror network” aimed at destabilizing the country.
The Punjab Counter-Terrorism Department (CTD) apprehended six Pakistani nationals allegedly working as facilitators for RAW in ‘Operation Yalghar’, a meticulously planned intelligence-led effort to preempt major attacks in southern Punjab.
In a press briefing in Lahore, Punjab Additional IG Shahzada Sultan said the CTD had foiled a terror plot targeting mosques and railway stations in Bahawalpur, with operatives based in Bahawalpur and Bahawalnagar.
“We have arrested one RAW facilitator from Bahawalpur and two Indian spies from Bahawalnagar,” said Sultan. “Audio recordings of two Indian intelligence officers were recovered during the raids.”
The Indian officers were identified as Major Ravindra and Inspector Singh, with Major Ravindra allegedly delivering improvised explosive devices (IEDs) near the Pakistan border.
According to CTD officials, the arrested suspects had received funding through cryptocurrency and branchless banking systems, indicating the use of advanced financial channels to support subversive activities.
CTD’s Waqar Azeem Kharal added that recent attacks in Mianwali and Dera Ghazi Khan were being financed via Afghanistan, with RAW funding elements of the Tehreek-i-Taliban Pakistan (TTP) to carry out assaults in the region.
While acknowledging the arrests, Shahzada Sultan clarified that no immediate link had been found between the Punjab cell and a separate RAW network busted earlier the same day in Karachi.
He emphasized that all those arrested were Pakistani citizens and announced that Pakistan would raise the issue at international forums, saying:
“As a responsible state, Pakistan will expose India’s direct involvement in terrorism on our soil.”
Separately, in Karachi, SSP Shoaib Memon of the Special Investigation Unit (SIU) revealed that four individuals connected to RAW had been arrested in a joint operation by law enforcement and intelligence agencies.
“These operatives were in direct contact with Indian Army Colonel Ranjit,” said SSP Memon, adding that they had been providing sensitive images and geotagged military locations to handlers across the border.
The suspects were arrested with explosives, weapons, and a vehicle. All four were identified as residents of Sujawal district, and had allegedly crossed into India over 20 times for coordination.
Authorities have registered cases under anti-state and espionage laws, and investigations are ongoing to track the wider network and any remaining operatives.
