FAFEN calls for comprehensive governance reforms in constitutional amendment

ISLAMABAD, October 13, 2024 – The Free and Fair Election Network (FAFEN) has called for a broader, more inclusive approach to the government’s proposed constitutional reforms, urging that they go beyond judicial changes to address critical governance issues. FAFEN emphasizes the importance of transparent political dialogue to reinforce parliamentary supremacy and ensure democratic consolidation in Pakistan.

While recognizing the government’s intent to introduce judicial reforms, FAFEN recommends expanding the reforms to cover key areas such as enhancing parliamentary control over international agreements, refining appointment processes for constitutional offices, and ensuring transparent and non-partisan elections for constitutional positions. It also highlights the need for reforms to address representativeness in reserved seats, including those for women and minorities, and urges stronger protections for local governments and labor rights.

FAFEN stresses the urgency of addressing constitutional weaknesses that have led to institutional power imbalances, calling for clearer definitions of state institutions’ powers while protecting their independence. It proposes constitutional provisions for broader political consensus on electoral law amendments and emphasizes that local government systems need continuity and legal safeguards.

FAFEN encourages political parties to engage in meaningful dialogue and calls for civil society involvement, including bar associations and human rights groups, to ensure a more transparent, accountable, and democratic governance system. The organization remains committed to supporting electoral reforms that strengthen Pakistan’s democratic institutions and processes.
