Islamabad, November 17, 2025: Deputy Prime Minister and Foreign Minister Senator Ishaq Dar will lead Pakistan’s delegation to the Meeting of the Council of Heads of Government (CHG) of the Shanghai Cooperation Organization (SCO), scheduled to be held from November 17 to 18 in Moscow.
Dar is attending the summit on the invitation of Russian Prime Minister Mikhail Vladimirovich Mishustin. The high-level gathering will bring together heads of government from SCO member states including Belarus, China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as the Vice President of Iran and the foreign ministers of Pakistan and India.
In addition to the member countries, leaders from Mongolia, Bahrain, Egypt, Qatar, Kuwait, and Turkmenistan, along with heads of key regional and international organizations — such as the Commonwealth of Independent States (CIS), Eurasian Economic Union (EAEU), Collective Security Treaty Organization (CSTO), and Democratic Socialists of America (DSA) — will also participate.
During his address to the CHG, Deputy PM Dar will outline Pakistan’s views on major regional and global developments and propose measures to further strengthen cooperation within the SCO framework for the collective benefit of member states.
As the SCO’s second-highest decision-making body, the Council of Heads of Government provides strategic guidance on economic, financial, trade, connectivity, commerce, and socio-economic cooperation — including oversight of the organization’s budget. The meeting will adopt a joint communiqué, statements, and key decisions.
Dar is also expected to hold bilateral meetings with leaders of SCO countries on the sidelines of the summit.
