Social protection wallets launched to ensure transparency in BISP payments: Senator Rubina Khalid

Karachi, December 19, 2025: On the special instructions of the President of Pakistan and the Prime Minister, Social Protection Wallets have been launched to enhance transparency and efficiency in the Benazir Income Support Programme (BISP) payment system, Chairperson BISP Senator Rubina Khalid said on Friday.

Senator Rubina Khalid made these remarks during her visit to the BISP Dynamic Registry Center in the Civil Lines Gizri area of Karachi, where she reviewed the process of issuing free SIMs for Social Protection Wallets to deserving women. She also met women beneficiaries participating in digital and financial literacy training sessions at the centre.

Sindh government spokesperson and MPA Sadia Javed, MPA Shazia Karim Singhar, along with local Pakistan Peoples Party leadership, were present on the occasion.

While interacting with beneficiaries, the BISP chairperson clarified that the SIMs were being provided completely free of cost and that no one was authorised to charge any fee. She advised women to carefully safeguard their SIMs and mobile phones, as all future stipends would be transferred through these digital wallets, adding that any amount credited would remain the sole property of the beneficiary.

Speaking to media representatives, Senator Rubina Khalid said the introduction of Social Protection Wallets was aimed at further strengthening transparency and accountability in the disbursement of financial assistance. She reiterated that the free SIMs were available only at designated BISP centres and that women’s digital wallets could be activated exclusively by trained BISP staff.

She further stated that BISP was working towards establishing a system that would allow beneficiaries to withdraw their payments from any bank’s ATM after biometric verification, making the payment mechanism more convenient, secure and efficient.

Later, Senator Rubina Khalid visited the BISP District Office Keamari and the Tehsil Office Harbour, where she reviewed the ongoing process of issuing free SIMs for Social Protection accounts. MPAs Sadia Javed and Shazia Karim Singhar also accompanied her and appreciated the success of the initiative and efforts aimed at facilitating women beneficiaries.

The BISP chairperson directed staff to ensure complete guidance for women regarding biometric verification and SIM issuance so that beneficiaries did not face any inconvenience during the process.
