NA SC directs placement of proposed rules amendments before House Business Advisory Committee

Islamabad, January 29, 2026: The National Assembly Standing Committee on Rules of Procedure and Privileges has directed the Ministry of Parliamentary Affairs to place proposed amendments to the Rules of Procedure and Conduct of Business in the National Assembly, 2007, moved by Syed Rafiullah, MNA, before the forthcoming meeting of the House Business Advisory Committee (HBAC).

The direction was issued during the 14th meeting of the Standing Committee, held at the Parliament House, Islamabad, under the chairmanship of Mr. Muhammad Afzal, MNA.

The committee reviewed amendments proposed by Syed Rafiullah, MNA, relating to Rule 2, Rule 43 (sub-rule 4), Rule 247, and the insertion of a new rule after Rule 39B. After deliberations, the committee decided that the proposed amendments should be presented to the HBAC for further consideration.

The committee also took up a Question of Privilege moved by Khawaja Izhar ul Hassan, MNA, concerning the filing of a case against him in the court of the Senior Civil Judge, Karachi (East), by Mr. Imtiaz Ali Shah, former Director General of the Sindh Solid Waste Management Board. The mover informed the committee that the former DG had allegedly authorized Mr. Gulfaraz Ahmed Khan through a power of attorney to initiate civil or criminal proceedings against him in his capacity as a Member of the National Assembly, as well as against office-bearers of the Karachi Hockey Association and Pakistan Hockey Federation. Following discussion, the committee decided to defer the matter to its next meeting.

Another Question of Privilege, moved by Mr. Waseem Qadir, MNA, against the Executive Director of the National Vocational and Technical Training Commission (NAVTTC), was also considered. After deliberations, the committee decided to dispose of the matter upon the satisfaction of the mover.

The meeting was attended by MNAs Azhar Qayyum Nahra, Waseem Qadir, Pir Syed Fazal Ali Shah Jillani, Shagufta Jumani, Ramesh Lal, Khawaja Izhar ul Hassan, Naeema Kishwer Khan, Sardar Muhammad Yaqoob Khan Nasar (online), and Malik Muhammad Aamir Dogar (online). Syed Rafiullah, MNA, also participated virtually.

Senior officials from the Ministry of Parliamentary Affairs, Ministry of Law and Justice, Establishment Division, Capital Development Authority, Sindh Solid Waste Management Board, and NAVTTC were also present during the meeting.
