Islamabad, February 9, 2026: The Standing Committee of the National Assembly on Housing and Works on Monday met at Parliament House under the chairmanship of Maulana Abdul Ghafoor Haideri, MNA, to deliberate on key legislative and administrative matters related to housing and works.
At the outset, the Committee offered Fateha for those who lost their lives in recent suicide blasts at an Imambargah on the outskirts of Rawalpindi, as well as in Balochistan and Khyber Pakhtunkhwa.
The Committee took up “The Islamabad Capital Territory Condominium (Ownership and Management) Bill, 2026” (Government Bill) and held a detailed discussion on its provisions. After deliberations, the Committee decided to defer consideration of the bill until its next meeting to allow further review of the task force report related to the proposed legislation.
Responding to Starred Question No. 96, moved by Syed Rafiullah, MNA, regarding the allotment of government houses, audit mechanisms, and procedures for Estate Office employees, the Secretary, Ministry of Housing and Works, briefed the Committee on ongoing reforms. He acknowledged functional issues within the Estate Office and informed members that steps are being taken to enhance transparency and accountability through automation, curb inefficiencies and corrupt practices, and reduce administrative burdens by adopting modern technology.
The Committee also reviewed budgetary proposals of the Ministry of Housing and Works under the Public Sector Development Programme (PSDP) for FY 2026–27, in line with Rule 201(6) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The Ministry informed the Committee that 31 projects—comprising 26 ongoing and five new projects, including those related to the Election Commission of Pakistan—have been included in the PSDP for the upcoming financial year.
Additionally, the Ministry apprised the Committee of efforts to maintain updated and accurate records of government-owned assets in Karachi and other locations to safeguard state properties. The Honourable Minister for Housing and Works assured the Committee that clear instructions have been issued to fully cooperate with local MNAs, resolve outstanding issues, complete pending projects, and avoid launching new initiatives until existing projects are concluded.
The meeting was attended by MNAs Anjum Aqeel Khan, Ibrar Ahmad, Haji Rasool Bux Chandio, Samina Khalid Ghurki, Anwar-ul-Haq Chaudhry, Usman Ali, and Syed Rafiullah, along with the Federal Minister for Housing and Works. The Secretary of the Ministry and senior officials from attached departments were also present.
