Islamabad, February 18, 2026: The Standing Committee on Climate Change and Environmental Coordination on Wednesday unanimously decided to move a privilege motion against the Ministry of Climate Change and Environmental Coordination, the Federal Minister, the Minister of State, and the Chairman of the Capital Development Authority (CDA) for failing to submit required records related to the Public Sector Development Programme (PSDP).
The meeting, held in the Constitution Room of Parliament House, was chaired by Munaza Hassan.
At the outset, the Chairperson expressed serious reservations over the Ministry’s failure to furnish mandatory briefing documents, terming it a clear disregard for parliamentary oversight and established procedural obligations. The Committee noted that although the PSDP review was formally included in the agenda, no comprehensive briefing or supporting documentation had been provided for scrutiny.
Members observed that withholding critical development information from a standing committee constitutes a violation of parliamentary rules and undermines the Committee’s constitutional mandate to ensure transparency, accountability, and financial prudence in climate-related public expenditure.
The Committee also took serious notice of CDA’s failure to provide the requisite documentation, with members stressing that repeated non-compliance by the Chairman, CDA, cannot be normalised or overlooked.
Following detailed deliberations, the Committee unanimously resolved to initiate a privilege motion against the Ministry, the Federal Minister, the Minister of State, and the Chairman CDA for non-compliance and for failing to assist the Committee in the discharge of its parliamentary responsibilities.
In view of the gravity of the matter and the absence of substantive material for meaningful deliberation, the Committee decided to adjourn the sitting.
The meeting was attended by MNAs Syeda Shehla Raza, Shazia Sobia Aslam Soomro, Tamkeen Akhter Niazi, Shahida Rahmani, Mir Khan Muhammad Jamali, Tahira Aurangzeb, and Mussarat Rafique Mahesar, along with senior officials from the Ministry of Climate Change and Environmental Coordination and the Capital Development Authority.
