CDA issues notice to Bahria Enclave Phase-I over NOC violations, illegal construction

Islamabad, March 17,2026: The Capital Development Authority (CDA) has issued a formal notice to the management of Bahria Enclave Phase-I over alleged non-fulfilment of terms and conditions of its No Objection Certificate (NOC), as well as illegal construction and sales activities within the housing scheme.

According to the notice dated March 16, 2026, the civic authority highlighted multiple violations, including unauthorized development works, illegal sale and marketing of plots, and non-compliance with approved layout plans.

The CDA stated that despite the issuance of the NOC for Phase-I, several mandatory conditions have either not been fulfilled or only partially complied with. The authority also pointed out irregularities related to land acquisition, approvals, and construction beyond permitted limits.

A detailed compliance report attached with the notice lists deficiencies in documentation, environmental approvals, infrastructure development, and adherence to building regulations. The authority further noted that certain commercial and residential constructions have been carried out without proper approvals.

The notice warned the management to address the violations within the stipulated timeframe, failing which legal action could be initiated under relevant laws. It also raised concerns over continued marketing and sale of plots in areas not fully approved by the authority.

Additionally, the CDA indicated that unauthorized advertisements and booking activities could mislead the public and may be subject to regulatory action.

The authority has offered the project management an opportunity for a personal hearing to present its case and submit a compliance report, along with supporting documents.

The development comes as part of CDA’s ongoing efforts to enforce planning regulations and ensure compliance in private housing schemes within the federal capital.
