Islamabad, May 4, 2026: The Capital Development Authority (CDA) has issued a show-cause notice to the management of Shaheen Town Housing Scheme over alleged illegal development activities in Zone-IV of Islamabad.
According to the notice issued by the Directorate of Housing Societies on April 29, 2026, the civic authority directed Raja Zulqarnain Haider of Charah, associated with M/s Shaheen Town, to immediately halt all development works, marketing, sale and purchase activities, and transfer of plots in the housing scheme.
The notice stated that Shaheen Town, including Shaheen Town-IV located near Tumair Gaon off Lehtrar Road, was allegedly carrying out development works without obtaining an approved Layout Plan (LOP) or No Objection Certificate (NOC) from the CDA, which are mandatory under the CDA Ordinance 1960 and ICT Zoning Regulations.
The authority maintained that no private housing scheme can be launched, planned, or developed in Islamabad without prior approval from the CDA, adding that the ongoing construction and land use were “illegal” and in violation of the relevant laws and regulations.
The CDA further ordered the sponsors to demolish and remove all allegedly illegal structures and cease use of the land within seven days of the issuance of the notice.
The notice also referred to earlier warnings and public notices issued by the authority between 2016 and 2025 regarding the same matter.
Citing a judgment of the Islamabad High Court in the case titled “Shahzada Sikandar-ul-Mulk vs CDA,” the authority reiterated that constructions carried out in violation of the Master Plan and zoning regulations are unlawful and without legal authority.
