Islamabad, April 23, 2025: The Capital Development Authority (CDA) has taken a major step toward digital transformation by signing a Memorandum of Understanding (MoU) with the Controller General of Accounts (CGA) to implement an advanced digital financial management system.
The MoU was signed during a high-level meeting held at CDA Headquarters, chaired by Chairman CDA Muhammad Ali Randhawa. The meeting was attended by CDA board members, the Controller General of Pakistan, and other senior officials.
The agreement aims to enhance transparency, stability, and efficiency in CDA’s financial operations through the adoption of SAP, a globally recognized Enterprise Resource Planning (ERP) platform. Under the MoU, SAP will be used to streamline key functions including budgeting, accounting, payroll, procurement, inventory management, and fixed asset tracking.
The system will enable real-time data processing, centralized reporting, and strengthened internal controls — forming the backbone of a fully digital, cashless financial framework for the authority.
CDA’s Finance Wing has already initiated a phased implementation strategy for SAP, beginning with system design, followed by data management, staff training, and a full-scale operational rollout. Officials stated that this transition will not only enhance financial oversight but also enable timely audits to detect and address irregularities effectively.
One of the system’s core features will be a digital financial dashboard that allows for real-time performance monitoring of financial activities and staff efficiency.
Chairman Randhawa emphasized that the partnership with CGA is a key component of CDA’s broader digital vision. “This MoU marks a major milestone in our efforts to modernize and stabilize CDA’s financial infrastructure through technology,” he said. “It will significantly boost operational efficiency and improve public service delivery.”
He added that work is underway to make Islamabad Pakistan’s first fully digital city. Plans include introducing a QR code system to facilitate cashless transactions across CDA services, allowing residents to access facilities from their homes and reducing administrative delays.
In addition, the authority is considering the phased rollout of free Wi-Fi and high-speed internet throughout the city. Randhawa highlighted that CDA’s One-Window System has already been digitized, with all payments now processed online.
“We are committed to transforming CDA into a fully digital institution aligned with international standards,” said Randhawa. “These initiatives will not only serve the citizens of Islamabad but also set a national precedent for digital governance.”
