Helsinki, November 29,2025: Finland has announced that it will shut down its embassies in Pakistan, Afghanistan and Myanmar in 2026, citing “operational and strategic reasons” linked to changing political conditions and limited bilateral engagement.
In a statement issued on Friday, Finland’s Ministry for Foreign Affairs said it had decided to close its missions in Islamabad, Kabul and Yangon as part of a broader restructuring of its diplomatic network.
“The embassies will be closed for operational and strategic reasons, which are linked to changes in the countries’ political situation and their limited commercial and economic relations with Finland,” the statement said, adding that the closures would be formalised through a presidential decree.
According to the ministry, preparations to wind down operations in the three countries have already begun, and the missions will formally close during 2026.
The decision is part of Finland’s ongoing “strategic review” of its foreign missions, aimed at reallocating diplomatic resources to countries deemed more critical for Finland’s political and commercial priorities.
“The aim is to concentrate resources on countries that are strategically important to Finland,” the statement added.
Finnish Foreign Minister Elina Valtonen said the move reflects a rapidly changing global environment.
“Our operating environment is changing quickly. The changes to be made will help us build a stronger and more competitive Finland and manage Finland’s external relations in accordance with our priorities,” she said.
Finland had previously closed its embassy in Pakistan in 2012 due to budgetary constraints, reopening it a decade later in 2022.
The latest decision comes amid similar diplomatic shifts in the Nordic region — Sweden closed its embassy in Islamabad indefinitely in 2023, citing security concerns.
