Pakistan notifies revised National Control Lists under Export Control Act

Islamabad, January 30,2026: The Government of Pakistan has notified updated National Control Lists of items requiring an export licence under the Export Control on Goods, Technologies, Material and Equipment related to Nuclear and Biological Weapons and their Delivery Systems Act, 2004 (SECA-2004).

According to the Ministry of Foreign Affairs, the revised control lists have been issued by the Strategic Export Control Division (SECDIV) and published in the Gazette of Pakistan vide S.R.O. 1977(I)/2025, dated October 13, 2025. The updated lists are also available on SECDIV’s official website.

First introduced in 2005, Pakistan’s National Control Lists have undergone several revisions—in 2011, 2015, 2016, 2018, and 2022—to keep pace with evolving international standards. The latest update ensures continued harmonisation with the control lists maintained by major international export control regimes, including the Nuclear Suppliers Group (NSG), the Missile Technology Control Regime (MTCR), and the Australia Group (AG).

The revision forms part of SECDIV’s regular review process and was carried out in consultation with relevant ministries and departments to ensure that Pakistan’s export control framework remains current, effective, and robust.

The notification underscores Pakistan’s commitment to further strengthening its export control regime and reaffirms its position as a responsible technology-holder state, firmly dedicated to the objectives of non-proliferation and the fulfilment of its international obligations.
