EU leaders Mark Bucha anniversary, vow accountability for Russia’s actions

Bucha, March 31, 2026: Ukraine’s Foreign Minister Andrii Sybiha, alongside senior European Union officials, visited the city of Bucha on Monday to commemorate the fourth anniversary of what Ukraine describes as Russia’s massacre of civilians.

Among those present were EU High Representative for Foreign Affairs and Security Policy Kaja Kallas and EU Commissioner for Defence and Space Andrius Kubilius, as well as foreign ministers from EU member states attending a special offsite meeting of the EU Foreign Affairs Council.

The delegation laid candles at a memorial dedicated to victims of the Bucha killings and observed a moment of remembrance for civilians who lost their lives during the early weeks of the war. They also visited a local church hosting an exhibition of photographs and videos documenting alleged atrocities committed during the occupation.

Speaking on the occasion, Sybiha said that Bucha stands as a stark reminder of what is at stake for Europe. “Perhaps more than anywhere else, it is here in Bucha that we feel Europe’s future and Europe’s security are being decided — here in Ukraine,” he remarked.

He also expressed gratitude to his European counterparts for attending the commemorative event and participating in the high-level diplomatic meeting.

Officials indicated that the key focus of the EU Foreign Affairs Council discussions would be ensuring accountability for Russia’s actions. Proposed mechanisms include the establishment of a Special Tribunal for the Crime of Aggression against Ukraine, as well as advancing initiatives such as an International Claims Commission and a Register of Damage to document losses and pursue reparations.

The visit underscores continued European support for Ukraine amid its ongoing conflict with Russia, and reinforces calls for justice and long-term security guarantees in the region.
